Building a Strong, Vibrant Identity and Character<br />

2. Development shall be designed to enhance the physical presence <strong>of</strong><br />

woodlands and wetlands through naturalized plantings, restoration<br />

strategies or works, or other appropriate ecological design measures to<br />

strengthen the natural character <strong>of</strong> the ORM landscape.<br />

3. The <strong>Town</strong> shall encourage the linkage <strong>of</strong> a trail system through the Oak<br />

Ridges Moraine Conservation <strong>Plan</strong> (ORMCP) area in accordance with the<br />

provisions <strong>of</strong> the ORMCP.<br />

4.10.2 ORM NATURAL LINKAGE<br />

The ORM Natural Linkage designation area forms part <strong>of</strong> a central corridor<br />

system that supports or has the potential to support the movement <strong>of</strong> plants<br />

and animals between the ORM Natural Core, the ORM Natural Linkage, river<br />

valleys, and stream corridors. The purposes <strong>of</strong> the ORM Natural Linkage area are<br />

to maintain, and wherever possible, improve or restore the ecological integrity<br />

<strong>of</strong> the Oak Ridges Moraine Conservation <strong>Plan</strong> (ORMCP) area, and to maintain<br />

and, wherever possible, improve or restore, regional-scale open space linkages<br />

between the ORM Natural Core and river valleys and stream corridors. The<br />

ORM Natural Linkage area is envisioned as the ecological connectors <strong>of</strong> the<br />

Greenway System.<br />

4.10.2.1 LAND USE<br />

It is the policy <strong>of</strong> Council that:<br />

1. The following uses shall be permitted in the ORM Natural Linkage<br />

designation shown on Schedule A2 (Land Use) <strong>of</strong> this <strong>Plan</strong>:<br />

a. Fish, wildlife and forest management;<br />

b. Conservation projects and flood and erosion control projects;<br />

c. Agricultural uses;<br />

d. Transportation, infrastructure, and utilities, subject to the policies in<br />

Section 41 <strong>of</strong> the Oak Ridges Moraine Conservation <strong>Plan</strong> (ORMCP), but<br />

only if the need for the project has been demonstrated and there is no<br />

reasonable alternative;<br />

e. Home businesses in accordance with policy 3.2.1.1.17 <strong>of</strong> this <strong>Plan</strong>;<br />

f. Home industries in accordance with policy 3.2.1.1.17 <strong>of</strong> this <strong>Plan</strong>;<br />

g. Bed and breakfast establishments in accordance with policy 3.2.1.1.17<br />

<strong>of</strong> this <strong>Plan</strong>;<br />

h. Farm vacation homes in accordance with policy 3.2.1.1.17 <strong>of</strong> this <strong>Plan</strong>;<br />

i. Low-intensity recreational uses subject to the policies in Section 37 <strong>of</strong><br />

RICHMOND HILL OFFICIAL PLAN 4-41<br />
