Romania
Guidance and Counselling Guidance system in Romania is formed by three different networks,
each having its importance: guidance and counselling in the educational sector, guidance and
counselling in the labour market sector and guidance and counselling for youth (young
people). So the task in providing counselling and guidance in Romania is shared both by the
Ministry of Education, Research and Youth (former Ministry of Education and Ministry of
Youth) and Ministry of Labour, Family and Equal Opportunities.
The counselling services are free of charge and can be accessed by a very large target group:
students in pre‐university education, in higher education, youth, unemployed and adults.
These services can be accessed by different ways:
Psycho ‐ Pedagogical Assistance Centres (PPAC)
Counselling offices in schools (or an office for more than one school)
Local working organisms (offices, services available etc.)
Based on the data provided in the Review of Career Guidance, Policies in 11 Acceding and
Candidate Countries Synthesis Report July 2003, by the Ministry of Education and the Ministry
of Labour the number of counsellors was of 650 in educational settings and 450 in labour
market networks. But in 2005 for example, the number of counselling offices in each
department increased in the pre‐university educational field, in Bucharest the number of
offices tripled comparing to year 2003. The total number of counsellors at pre‐university level
is now about 1500.
A. Guidance and Counselling services in Education
There are some important legal instruments steering guidance and information services.
Education Law No. 84/1995 regulates the information, guidance and counselling activities
organised by institutions that come under the Ministry of Education. Other legal instruments
regulate aspects relating to the Statute of the Psycho‐Pedagogical Assistance Centres, define
the job description for guidance teachers and counsellors, and set out the regulations
regarding the Organisation and Functioning of the Psycho‐Pedagogical
Assistance Centres and the Inter‐School Psycho‐Pedagogical Assistance Offices.
Departmental Centres of Resources and Educational Assistance are coordinating and
evaluating the activity of the Psycho ‐ Pedagogical Assistance Centres and of the counselling
offices in schools or between schools and also of different associated centres (by the ministry
order OMEN. 5418 from 08.11.2005 in which is approved the regulation of organisation and
functioning of Psycho ‐ Pedagogical Assistance Centres in each department and the frame
regulation of subordinated institutions). By the same ministry order this services become
available also in preschool education path.
