5. Education <strong>of</strong> Special Groups<br />

5.0 Introduction<br />

<strong>The</strong> Minority Cell is a separate unit <strong>of</strong> NIOS, created<br />

in 2006 to look after problems <strong>of</strong> minority<br />

communities specially Muslims. It is making efforts<br />

to bring out-<strong>of</strong>-school Muslim children within the fold<br />

<strong>of</strong> elementary education through accreditation <strong>of</strong><br />

Maktabs and Madarsas. <strong>The</strong> out <strong>of</strong> school Muslim<br />

children are being given education free <strong>of</strong> cost under<br />

SSA and SPQEM policy. Thus Minority Cell <strong>of</strong> NIOS<br />

has become a major instrument <strong>of</strong> policy intervention<br />

for Government <strong>of</strong> India for improving educational<br />

access for Muslim Minorities at school level.<br />

5.1 Major Achievements<br />

<strong>The</strong> norms for granting accreditation to institutions<br />

were relaxed for traditional educational institutions <strong>of</strong><br />

Muslims like Madarsas, Maktabs and Dar-ul-ulooms<br />

into mainstream education through imparting<br />

Academic and Vocational education <strong>of</strong> NIOS. This in<br />

turn, has made NIOS, a lead institution in this<br />

regard. <strong>The</strong> details <strong>of</strong> accredited centres are given<br />

below:-<br />
