9. Research and Development<br />

9.1 Background<br />

As a national apex institute, it is the mandate <strong>of</strong> NIOS<br />

to carry out research activities in the field <strong>of</strong> open<br />

schooling. <strong>The</strong> Research and Development Cell <strong>of</strong><br />

NIOS was created for this explicit purpose in<br />

December, <strong>2009</strong>. However, the activities other units<br />

like the <strong>National</strong> Consortium <strong>of</strong> <strong>Open</strong> <strong>Schooling</strong><br />

(NCOS), Planning, Monitoring and Evaluation<br />

(PME), Public Relation (PR), <strong>Open</strong> Learning<br />

Magazine and OSAC Journal were merged within<br />

this Cell. <strong>The</strong> role and function <strong>of</strong> the Research and<br />

Development Cell are as follows:<br />

• Promotion <strong>of</strong> Research in <strong>Open</strong> <strong>Schooling</strong>.<br />

• Planning and monitoring <strong>of</strong> the programmes <strong>of</strong><br />

the constituents <strong>of</strong> NIOS.<br />

• Promotion <strong>of</strong> <strong>Open</strong> <strong>Schooling</strong> through the<br />

NCOS Secretariat located in NIOS.<br />

• Bringing out <strong>of</strong> half yearly ‘<strong>Open</strong> Learning’<br />

magazine for open school learners.<br />

• Bringing out <strong>of</strong> monthly News Bulletin <strong>of</strong> NIOS.<br />

• Preparation <strong>of</strong> press releases on activities and<br />

programmes <strong>of</strong> NIOS and dissemination <strong>of</strong> the<br />

same to the media.<br />

9.2 <strong>National</strong> Consortium for <strong>Open</strong><br />

<strong>Schooling</strong><br />

NIOS as the largest <strong>Open</strong> <strong>Schooling</strong> system in the<br />

world, has a pivotal role to play in promotion and<br />

development <strong>of</strong> <strong>Open</strong> <strong>Schooling</strong> programme in the<br />

country. However, it is not possible for NIOS alone<br />

to cater to the needs <strong>of</strong> all regions <strong>of</strong> our multi-lingual<br />

and multi-cultural country. NIOS has, therefore, been<br />

pursuing the State Education Departments to set up<br />

State <strong>Open</strong> Schools (SOSs) and has been providing<br />

pr<strong>of</strong>essional and technical support to States to set up<br />

State <strong>Open</strong> Schools.<br />

With a view to systematise interaction and mutual<br />

consultation among the <strong>Open</strong> School at national level<br />

(NIOS) and at State level (SOSs), it was considered<br />

appropriate to establish a Consortium <strong>of</strong> <strong>Open</strong><br />

Schools. <strong>The</strong> <strong>National</strong> Consortium for <strong>Open</strong><br />

<strong>Schooling</strong> (NCOS) was launched in September,<br />

1997, with a view to facilitate better cooperation,<br />

coordination, collaboration and determining standards<br />

in <strong>Open</strong> and Distance Learning (ODL) system at<br />

school education level in the country. <strong>The</strong> Secretariat<br />

<strong>of</strong> NCOS is located in NIOS. <strong>The</strong> Framework <strong>of</strong><br />

NCOS has been modified by including its Vision,<br />

Mission, Constitution and Perspective.<br />

Enrolment in State <strong>Open</strong> Schools (SOS)<br />

NCOS has been extending its technical and academic<br />

support to SOSs and encouraging them to widen their<br />

range <strong>of</strong> courses and coverage <strong>of</strong> learners. <strong>The</strong>y, in<br />

general, have been catering to the educational needs<br />

<strong>of</strong> those who opt for regional mediums for pursuing<br />

school level courses <strong>of</strong> study. <strong>The</strong> enrolment <strong>of</strong><br />

learners during the year <strong>2009</strong>-<strong>10</strong> in the SOSs was<br />

around 7 lakh.<br />
