15.1.<strong>10</strong> Coordination with MHRD<br />
• A proposal in r/o MACP was submitted to<br />
MHRD for its implementation for the employees<br />
<strong>of</strong> NIOS.<br />
• A proposal for upgradation <strong>of</strong> grade pay <strong>of</strong><br />
Heads <strong>of</strong> the Departments from present<br />
Rs.8700 p.m. to Rs. 9000 p.m. was submitted<br />
to MHRD.<br />
• A proposal for creation <strong>of</strong> two posts <strong>of</strong> Staff<br />
Car Driver was submitted to MHRD.<br />
• A proposal for creation <strong>of</strong> temporary posts <strong>of</strong><br />
Deputy Director, Regional Director and<br />
supportive staff on temporary basis for new<br />
Regional / Regional sub centres was submitted<br />
to MHRD.<br />
15.1.11 Recruitment Unit<br />
NIOS had advertised the following vacant posts on<br />
direct/deputation basis in different categories for<br />
Headquarters and Regional Centres :-<br />
1. One post <strong>of</strong> Secretary<br />
2. One post each <strong>of</strong> Director-(Academic,<br />
Vocational Education and Evaluation)<br />
3. Two posts <strong>of</strong> Deputy Director (Academic), one<br />
post each <strong>of</strong> Deputy Director Administration and<br />
Accounts, One post <strong>of</strong> Publication Officer,<br />
Assistant Director (Admn.), Accounts Officer<br />
and Asst. Audit Officer.<br />
4. Eighteen posts <strong>of</strong> Academic Officers in different<br />
disciplines<br />
5. Nine posts <strong>of</strong> Section Officer<br />
6. Two posts <strong>of</strong> Technical Asst. (Publication)<br />
7. Three posts <strong>of</strong> Stenographer and<br />
8. Thirty four posts <strong>of</strong> Junior Assistant<br />
Recruitment for vacant posts is being actively pursued<br />
by the unit.<br />
15.1.12 Legal Cell<br />
<strong>The</strong> scopes <strong>of</strong> work <strong>of</strong> legal unit are broadly divided<br />
into three categories viz.<br />
1. Solicitation- Developing legal documents with<br />
other agencies by MOU/Agreement.<br />
2. Litigation- By defending NIOS interest at<br />
different Courts /Forums/Commission/<br />
Tribunals.<br />
3. Opinion- Opinion rendered on various issues<br />
<strong>of</strong> exam and general administration.<br />
To collaborate with different agencies by signing MOU<br />
to achieve the desired goal. Few important MOU/<br />
Agreements signed during the year are mentioned<br />
below:-<br />
1. MOU between NIOS and Financial Assistance<br />
to the state Government for Promotion <strong>of</strong> <strong>Open</strong><br />
<strong>Schooling</strong>.<br />
2. Broadcast Engineering Consultants India<br />
Limited.<br />
3. U.P Electric Supply Maintenance contract<br />
agreement.<br />
Efficient handling <strong>of</strong> the interest <strong>of</strong> NIOS at different<br />
Court/Forum/Commission/tribunal ensured disposal<br />
<strong>of</strong> 30 court cases this year.<br />
Legal work is time bound and legal unit is meeting<br />
with the responsibility within the prescribed time frame<br />
viz. drafting counter on the basis <strong>of</strong> input provided by<br />
concerned Department/Regional Centres, finalize the<br />
same for court purpose and doing day to day parivi<br />
on behalf <strong>of</strong> NIOS, streamlining the nature <strong>of</strong> legal<br />
work/responsibilities etc.<br />
During the year approximately 55 legal notices were<br />
received for correction in name, parents name, date<br />
<strong>of</strong> birth, confirmation <strong>of</strong> admission and fixation <strong>of</strong><br />
examination center etc. Timely redressal <strong>of</strong> grievances<br />
in terms <strong>of</strong> providing suitable reply to legal notices as<br />
well as disposing the grievances as per NIOS norms<br />
was done.<br />
