<strong>The</strong> meeting was<br />

India. Expressing<br />
concern over the<br />
enormous challenge <strong>of</strong><br />
reaching out to a large<br />
number <strong>of</strong> out <strong>of</strong> school children at the secondary<br />
stage, the Union HRD Minister emphasized the need<br />
to upscale the <strong>Open</strong> <strong>Schooling</strong> system and said that<br />
the States should consider themselves as active<br />
stakeholders in the <strong>Open</strong> <strong>Schooling</strong> system. He<br />
opined that the option for <strong>Open</strong> <strong>Schooling</strong> should be<br />
regarded not as a poor alternative but as an effective<br />
empowering system by producing high quality<br />
materials which also needs to be continuously<br />
evaluated by outside agencies. Speaking on the<br />
importance <strong>of</strong> skill development, he advised that <strong>Open</strong><br />
Schools should keep their vocational education<br />
programmes open to all to make the system more<br />
flexible, enabling learners to shift from academic to<br />
vocational courses and vice versa.<br />
Presiding over the meeting, the Hon’ble Minister <strong>of</strong><br />
State, MHRD, Smt. D. Purandeswari, lauded the<br />
efforts <strong>of</strong> NIOS for promotion <strong>of</strong> <strong>Open</strong> <strong>Schooling</strong>.<br />
She adviced that the<br />
NIOS should explore<br />
the feasibility <strong>of</strong> setting<br />
up a Regional Centre in<br />
every State, specifically<br />
in disdvantaged regions<br />
like Visakhapatnam<br />
particularly to take care<br />
<strong>of</strong> the enrolment <strong>of</strong> girls<br />
and children belonging to marginalised groups.<br />

mentioned that NIOS<br />
was in the process <strong>of</strong><br />
developing equivalency<br />
and skill development<br />
programmes to support<br />
the Sakshar Bharat<br />
Mission and reach out<br />
to neo-literates. He<br />
was <strong>of</strong> the opinion that<br />
<strong>Open</strong> <strong>Schooling</strong> should be expanded to cater to the<br />
needs <strong>of</strong> children who have droped out <strong>of</strong> school. In<br />
this regard, a Centrally Sponsored Scheme for<br />
Promotion <strong>of</strong> <strong>Open</strong> <strong>Schooling</strong> is under consideration,<br />
he informed.<br />
After the days delibrations task forces were set up<br />

Preparation <strong>of</strong> Plan <strong>of</strong> Action for Upscaling <strong>of</strong><br />
the <strong>Open</strong> <strong>Schooling</strong> System<br />
Development <strong>of</strong> Curriculm Framework for <strong>Open</strong><br />
<strong>Schooling</strong><br />
Preparation <strong>of</strong> Framework for Evaluation<br />
System in <strong>Open</strong> <strong>Schooling</strong><br />
9.3 Research and Innovations<br />
<strong>The</strong> Research Unit has been established at <strong>National</strong><br />
<strong>Institute</strong> <strong>of</strong> <strong>Open</strong> <strong>Schooling</strong> with the following<br />
objectives:<br />
(i)<br />
(ii)<br />
(iii)<br />
To conduct Research Advisory Committee<br />
meetings for developing policies and<br />
frameworks for conduct <strong>of</strong> research activities.<br />
To conduct Workshops/Seminars to finalize the<br />
priority areas on Research in NIOS.<br />
To facilitate systemic/discipline based research<br />
in the Institution.<br />
<strong>The</strong> fifth meeting <strong>of</strong> the Research Advisory Committee<br />
<strong>of</strong> NIOS was held on 20 th January, 20<strong>10</strong> with all Head<br />
<strong>of</strong> the Departments <strong>of</strong> NIOS. <strong>The</strong> Committee<br />
approved the Revised Scheme <strong>of</strong> Grant-in-Aid for<br />
Research Projects in <strong>Open</strong> <strong>Schooling</strong> (GRPOS).<strong>The</strong><br />
Research Unit will undertake and perform the following<br />
accordingly:<br />

Constitution <strong>of</strong> Sub Committees <strong>of</strong> the RAC for<br />
specific purposes.<br />
