7.7 Underground <strong>Service</strong><br />

7.7.1 General<br />

Underground service can be provided to the customer from either an overhead distribution<br />

system or an underground distribution system.<br />

The <strong>Power</strong> Company owns and maintains the underground service lateral from its<br />

distribution line to the customer’s service point. The <strong>Power</strong> Company also owns and<br />

maintains the meter. The customer owns the meter socket, the meter base, and all wiring<br />

beyond the meter socket.<br />

Special rules may apply in some cities where local ordinances specify underground<br />

service. Customers in these areas should consult the <strong>Power</strong> Company.<br />

Installation requirements for underground service are listed below. These requirements are<br />

in addition to the general requirements given in Section 7.6. For requirements relating to<br />

specific underground installation configurations, see Section 7.7.2, Underground <strong>Service</strong><br />

to Wall-Mounted Meters, or Section 7.7.3, Underground <strong>Service</strong> to Free-Standing Meter<br />

Bases.<br />

<strong>Requirements</strong>:<br />

1. Trench, backfill, compaction, and, where required, surface restoration shall be<br />

provided as defined in Section 6.<br />

2. An appropriate underground facility location shall be arranged before trenching.<br />

3. The customer shall consult the <strong>Power</strong> Company to determine the conduit location<br />

adjacent to a <strong>Power</strong> Company pole, transformer, or junction box. The customer shall<br />

provide and install all conduit from the meter socket to the <strong>Power</strong> Company’s point of<br />

attachment. See Section 6.2 for conduit requirements. The customer shall not install<br />

any conduit within two feet of the pole, unless requested by the <strong>Power</strong> Company.<br />

The <strong>Power</strong> Company will install the appropriate size service conductor from its<br />

distribution line to the service point.<br />

4. The <strong>Power</strong> Company reserves the right to connect the service lateral at the meter base<br />

or to make a connection in the junction box.<br />

5. Potential surface or subsurface problems that may damage the <strong>Power</strong> Company’s<br />

facilities shall be identified and corrected. This may include, but is not limited to,<br />

surface or sub-grade water flows.<br />

6. A slip joint shall be provided in the riser below the metering enclosure in areas where<br />

frost heaves and settling are likely to pull the surface-mounted meter base from the<br />

wall.<br />

Figure 7.7.1 shows the installation of an underground service extension from the<br />

transformer to the house.<br />

This manual shall be distributed and interpreted in its entirety. Individual pages will not represent all the requirements necessary for an installation.<br />
