Annex 6: Evaluation of Community Managed Mini Sewerage in Denpasar<br />

Background<br />

Terms of Reference (DRAFT)<br />

Between 2002 <strong>and</strong> 2006, <strong>and</strong> with the help of the German NGO BORDA, the NGO BaliFokus built<br />

five SANIMAS systems with household connections in five low-income communities of Denpasar.<br />

One more system is now under preparation. The services aim at providing low income households with<br />

an effective, clean <strong>and</strong> environmentally safe way to dispose of human excreta <strong>and</strong> grey water. They<br />

also aim at providing a lower-cost <strong>and</strong> effective alternative to off-site sewerage <strong>and</strong> sewage treatment.<br />

Objectives<br />

The objectives of the evaluation are<br />

- to describe, analyse <strong>and</strong> document the approaches, experiences <strong>and</strong> results of the communitymanaged<br />

mini sewerage services in six locations<br />

- to assess the costs, effectiveness, sustainability <strong>and</strong> equity of the services <strong>for</strong> men <strong>and</strong> women,<br />

including poor women <strong>and</strong> men<br />

- to determine the user satisfaction of men <strong>and</strong> women about the projects <strong>and</strong> the services,<br />

including poor women <strong>and</strong> men<br />

- to assess the impacts (positive <strong>and</strong> negative) from the processes <strong>and</strong> the service <strong>for</strong> women<br />

<strong>and</strong> men<br />

- to summarize the findings from the six case <strong>studies</strong><br />

- to draw general lessons <strong>and</strong> <strong>for</strong>mulate general recommendations <strong>for</strong> an exp<strong>and</strong>ed replication<br />

in the city sanitation strategy <strong>and</strong> action plan 2009-2015;<br />

- to photograph the services <strong>and</strong> the evaluation process<br />

Intended results<br />

Intended results of the activity are:<br />

- a gender <strong>and</strong> poverty specific comparative study on the costs, effectiveness, sustainability,<br />

equity <strong>and</strong> impacts of community managed mini sewerage<br />

- lessons on the social, technical, institutional, environmental <strong>and</strong> financial aspects<br />

- an outline <strong>for</strong> scaling up with quality in the medium term city plan 2009-15<br />

- photos on positive <strong>and</strong> negative aspects<br />

- strengthened capacity of the city to commission <strong>and</strong> use sanitation social research<br />

- feedback of experience <strong>and</strong> results to policy makers, programme planners <strong>and</strong> managers <strong>and</strong><br />

trainers;<br />

Proposed activities<br />

- to describe <strong>and</strong> analyse how men <strong>and</strong> women, <strong>and</strong> poor people, have participated in planning,<br />

design <strong>and</strong> construction, campaign management <strong>and</strong> financing, <strong>and</strong> how they now participate<br />

in O&M <strong>and</strong> follow up;<br />

- to assess the sanitation promotion <strong>and</strong> hygiene education activities, the period of time, the<br />

methods <strong>and</strong> materials used <strong>and</strong> the participation of local men <strong>and</strong> women in planning, design<br />

<strong>and</strong> sessions;<br />

- to assess the quality of design, construction, O&M, management, monitoring, cooperation (e.g.<br />

in sharing of in<strong>for</strong>mation, construction <strong>and</strong>/or financing), the direct <strong>and</strong> indirect costs of the<br />

toilets <strong>and</strong> the promotion programme, the system <strong>and</strong> equity of financing <strong>and</strong> the quality of<br />

financial management,<br />

bookkeeping <strong>and</strong> accountability of financial <strong>and</strong> programme management to the users;<br />

- to assess the degree of coverage <strong>and</strong> the access <strong>for</strong> poor households, the variations in coverage<br />

over time <strong>and</strong> the relationship between coverage <strong>and</strong> sustainability<br />

- to assess variation in use of the toilets by the different types of user groups (adult women, men;<br />
