Abstract<br />

This case study addresses how the gender equity <strong>and</strong> pro-poor approaches were<br />

strengthened in the integrated sanitation strategies of six Indonesian cities. This was<br />

done in the framework of the Indonesian Sector Sanitation Development Project<br />

(ISSDP). The cities are located in different parts of Indonesia <strong>and</strong> have different<br />

environmental, social, economic <strong>and</strong> cultural conditions. The work was dem<strong>and</strong>responsive:<br />

the six had come <strong>for</strong>ward to improve city sanitation <strong>and</strong> hygiene in an<br />

integrated manner.<br />

In three short-term missions, already existing equity, gender <strong>and</strong> pro-poor approaches<br />

were identified <strong>and</strong> analysed. Subsequently, a strategy was developed to improve<br />

them in close cooperation with the city sanitation plat<strong>for</strong>ms <strong>and</strong> ISSDP. This resulted<br />

in an increased gender <strong>and</strong> poverty focus in the city-level sanitation <strong>and</strong> hygiene<br />

strategies <strong>and</strong> proposed pilot projects. The paper describes the proposed measures in<br />

detail. The concluding sections present lessons from the approach <strong>and</strong> outcomes <strong>for</strong><br />

the SWITCH project <strong>and</strong> a conclusion on the similarities <strong>and</strong> differences with<br />

learning alliances.<br />
