Where soil conditions or lack of space do not allow replacement by sanitary<br />
household toilets on l<strong>and</strong>, the proposed solution is to upgrade helicopter toilets by<br />
equipping them with a light-weight pour/flush pan, a flexible hose <strong>and</strong> a floating tank<br />
(Fig. 14), combined with a public-private partnership <strong>for</strong> sanitary tank emptying, e.g.<br />
a Vacutug service (private) <strong>and</strong> sewage treatment or composting beds (public).<br />
Dry composting toilets<br />
In Blitar, Jambi, Payakumbu <strong>and</strong> at the outskirts of Denpasar, some interest in dry<br />
toilets with urine diversion giving a free natural fertilizer <strong>and</strong> rapid faeces composting<br />
is already present. Dem<strong>and</strong> can be increased through neighbourhood sessions on the<br />
technology <strong>and</strong> cost-benefits with men <strong>and</strong> women (who grow the vegetables <strong>and</strong><br />
raise plants <strong>for</strong> the family‘s cost-savings <strong>and</strong> extra income) <strong>and</strong> demonstration<br />
projects. Af<strong>for</strong>dability depends on options including low-cost designs (Fig. 15-17)<br />
<strong>and</strong> financing through e.g. local credit at banks or shops or through local credit <strong>and</strong><br />
savings systems as those run by women‘s groups <strong>and</strong> RTs. In these more peri-urban<br />
<strong>and</strong> open areas, households will get in<strong>for</strong>med choices on different kinds of toilets<br />
(including dry toilets), superstructures <strong>and</strong> the possibility to upgrade these over time<br />
(Fig. 18).<br />
MCKs<br />
A component in the city strategies on MCKs is to learn more systematically from the<br />
existing experiences, <strong>and</strong> to develop effective support programmes with skilled staff,<br />
materials <strong>and</strong> training through an ‗action-learning programme‘. An example of a<br />
useful support material to be developed is a catalogue of management <strong>and</strong> financing<br />
options <strong>for</strong> more in<strong>for</strong>med community decision-making. Brief assessment <strong>for</strong>mats<br />
have been developed to help local communities, leaders, PHC/PKK staff <strong>and</strong><br />
researchers start participatory learning <strong>and</strong> action planning. They are attached as<br />
Annex 2 <strong>and</strong> 3.<br />
