GPS impacts require a reduction in fatalities and serious<br />

injuries from road crashes. Well-maintained roads are safer<br />

to drive. This is particularly true of State highways where<br />

speeds are higher.<br />

Improving the riding surface of roads has a dramatic effect<br />

on fuel use and vehicle efficiency. Well maintained roads<br />

require less emergency treatment and therefore have more<br />

reliable journey times, which will contribute to GPS targets.<br />

GPS impacts require improvements in journey time<br />

reliability and an easing of severe congestion. New and<br />

improved local roads will help to meet these impacts.<br />

Completing the Western Ring Route with the<br />

implementation of the SH20–SH1 Manukau link, SH18<br />

extension from Hobsonville to Westgate and the Waterview<br />

connection will provide a complete alternative for the<br />

movement of people and goods to State Highway 1 from<br />

Manukau through to Albany, providing both regional and<br />

inter-regional benefits.<br />

To reduce southbound congestion on the Southern<br />

Motorway, a fourth southbound lane on the motorway<br />

between Gillies Avenue and Greenlane will be constructed,<br />

and the Newmarket Viaduct will be replaced with a new<br />

structure.<br />

Sufficient funds are available within the GPS funding<br />

allocation. NZTA highways and Network Operations have<br />

increased their bid for funding by $509m since the draft<br />

RLTP – this is a very significant increase.<br />

GPS impacts require improvements in journey time<br />

reliability and an easing of severe congestion. New and<br />

improved State highways will help to meet these impacts.<br />
