With respect to the tables (and headings) on the following pages, we
have used the following nomenclature:
Approved Organisations
Auckland Regional Transport Authority – ARTA
Auckland Regional Council – ARC
NZTA Network and Highways Operations – HNO
Auckland City Council – ACC
Franklin District Council – FDC
Manukau City Council – MCC
North Shore City Council – NSCC
Papakura District Council – PDC
Rodney District Council – RDC
Waitakere City Council – WCC
Phase: refers to the stage of development (study, investigation,
design, construction/implementation, etc).
Work category: refers to the NZTA work category designation
(refer to page F1-3 in the NZTA’s Planning, Programming and
Funding Manual).
Objectives: the main contribution this project will have towards the
objectives of the New Zealand Transport Strategy, these being to:
>
>
>
>
>
Assist economic development.
Assist safety and personal security.
Improve access and mobility.
Protect and promote public health.
Ensure environmental sustainability.
Total cost ($): This is the amount of money the activity has been
estimated to cost based on the accumulated cost information in
LTP online.
2009/10, 2010/11, 2011/12 cost ($): This is the amount of money
being requested for the identified activity and phase for that particular
year in the RLTP. In the instances where the cell is blank or contains a
dash, no amount of money was indicated.
Seriousness and Urgency, Effectiveness and Efficiency: The
prioritisation profile assigned to the activity based on ARTA’s
prioritisation process (refer to Appendix 2). In some instances, the cell
may contain a dash “–“ or NA.
If a cell contains a dash “–“ (under efficiency) then the efficiency of
the activity has not been determined, that is the project is at too early
a stage for the BCR to have yet been calculated. In these cases
schemes are profiled as if the BCR was Low until it is proved otherwise.
This is used to differentiate between an activity that has a calculated
Low efficiency (the benefit/cost ratio (BCR) is greater or equal to 1
but less than 2), in which case L is used to indicate Low efficiency.
Where NA is entered in a cell, then that particular activity does not
require an assessment of the efficiency, generally (this is Studies and
strategies, the Community Programmes and Administration).
When further information about a project becomes known, for
example when the BCR has been calculated or when the effectiveness
of the proposed solution is reassessed because further information
becomes available, it is likely that the prioritisation profile of the
project will change.
