APPENDIX 1: AUCKLAND<br />
RLTP’S LEGISLATIVE REQUIREMENTS<br />
The <strong>Auckland</strong> <strong>Regional</strong> <strong>Land</strong> <strong>Transport</strong> <strong>Programme</strong> is a document<br />
required under the <strong>Land</strong> <strong>Transport</strong> Management Act (LTMA) 2003, to<br />
be prepared every three years by ARTA seeking funding from the<br />
NZTA. ARTA prepares a land transport programme known as the<br />
<strong>Auckland</strong> RLTP covering all transport activities undertaken by<br />
<strong>Auckland</strong> local authorities, NZTA HNO and ARTA.<br />
The NZTA must give effect to the GPS in developing the NLTP and<br />
take account of the GPS when approving project funding. The GPS<br />
sets funding ranges for 16 different activity classes. The activity class<br />
ranges, together with the GPS targets, will guide NZTA’s funding<br />
decisions. The GPS also requires the land transport sector to make<br />
best use of resources by achieving value for money.<br />
In preparing the <strong>Auckland</strong> RLTP ARTA must:<br />
1. Include a statement of its view of land transport priorities<br />
(including the priorities of other Approved Organisations) for the<br />
<strong>Auckland</strong> region. In preparing this statement of priorities, ARTA:<br />

Must take into account the ten-year financial forecasts of the<br />
land transport expenditure of the NZTA, <strong>Auckland</strong> territorial<br />
authorities, and<br />
Must be satisfied that the priorities contribute to its objective,<br />
including its social and environmental responsibilities, and<br />
contribute to the following goals:<br />
> Assisting economic development.<br />
> Assisting safety and personal security.<br />
> Improving access and mobility.<br />
> Protecting and promoting public health.<br />
> Ensuring environmental sustainability.<br />
It must also include all significant expenditure from sources other<br />
than NZTA.<br />
2. Take into account how each activity or activity class contributes<br />
to the goals listed above.<br />
3. Take into account any current National <strong>Land</strong> <strong>Transport</strong> Strategy<br />
and the National Energy Efficiency and Conservation Strategy.<br />
4. Give effect to the matters in the <strong>Auckland</strong> RLTS, unless it is<br />
required to do otherwise by operational considerations that<br />
affect the sequencing and timing of activities, the funding<br />
available to it, or its statutory functions or powers.<br />
5. Consider the needs of persons who are transport-disadvantaged.<br />
