network being serviced by Police. The average annual social cost of<br />

crashes in the region for 2005 to 2007 was 27% of the national<br />

social cost.<br />

In light of the above, ARTA and RoadSafe <strong>Auckland</strong> recommend<br />

a three-year regional road policing budget of $243 million<br />

($78.3 million in <strong>2009</strong>/10, $81 million in <strong>2010</strong>/11, 83.7 million in<br />

2011/12). This represents 27% of the annual national road policing<br />

budget and is an equivalent increase of 29.8 FTE’s between <strong>2009</strong>/10<br />

and 2011/12, targeting local urban and rural speed, non-motorway<br />

State highway speed, speed camera technology, red light camera<br />

enforcement, drink driving, and improved structural co-ordination<br />

of road safety education in schools. This increase reflects the<br />

proposed middle band of the GPS allocation of national road policing<br />

from <strong>2009</strong>/10 to 2011/12.<br />

Continual refinement of road policing delivery according to crash risk<br />

via risk targeted patrol plans, road safety action plans, and road<br />

policing tactical assessments are also encouraged.<br />
