(2) The area within the jurisdiction of the Marseille/Fos VTS also includes, outside of<br />

the administrative limits of the port, the following:<br />

(a) The access channels<br />

(b) The Marseille holding and anchorage areas<br />

(c) The Golfe de Fos holding and anchorage areas<br />

(d) The Barcarin lock river channel <strong>to</strong> Darse 1<br />

(e) The river channels<br />

(f) The Barcarin lock<br />

(g) The Port-Saint-Louis-du-Rhône lock<br />

DESCRIPTION:<br />

(1) The port VTS, representing the Hr Mr’s offi ce and controlled by the Port-de-Bouc<br />

and Marseille lookout stations, constitutes an integrated system placed under the<br />

authority of the GPMM, which coordinates it.<br />

(2) The VTS surveys, regulates and, in collaboration with the pilotage service,<br />

coordinates maritime traffi c in the ZMFR and within the administrative limits of the port.<br />

It broadcasts navigational and general information concerning the ZMFR.<br />

(3) The VTS is comprised of:<br />

(a) A central lookout station in Marseille and an additional lookout station in Sainte<br />

Marie (S passage of the Bassins Est), and<br />

(b) A lookout station at Port-de-Bouc<br />

(4) The jurisdictional limit of the two separate VTS lookout stations is the longitude of<br />

the Sausset-les-Pins Lt (5°06′·53E). Vessels navigating in the ZMFR and passing this<br />

line must establish contact with the relevant VTS.<br />

Port Movements<br />

PROCEDURE:<br />

(1) Reporting is manda<strong>to</strong>ry for all commercial vessels.<br />

(2) Communications:<br />

(a) Vessels equipped with AIS must ensure it is fully operational. Any equipment<br />

failure must be reported <strong>to</strong> the VTS immediately<br />

(b) Communication on VHF Ch 12 must be established as early as possible<br />

between vessels and the VTS Centre<br />

(c) Vessels unable <strong>to</strong> contact the VTS must not cross the latitude of Cap Couronne<br />

(43°19′·53N)<br />

(d) Vessels on passage, manoeuvring and at anchor in any part of the area<br />

controlled by the VTS must maintain a listening watch on VHF Ch 12<br />

(e) Communication should take place in French and English using standard IMO<br />

terminology<br />

(f) Pilots can be contacted on VHF Ch 14 in the Bassins Ouest and on VHF Ch 08<br />

in the Bassins Est<br />

(3) Vessels inward-bound must advise the VTS, either directly or through the agent,<br />

as follows:<br />

(a) 48h prior <strong>to</strong> arrival at the Pilot boarding position:<br />

(i) Vessel’s name and call sign<br />

(ii) Destination and port of departure<br />

(iii) Draught<br />

(iv) Cargo, nature and <strong>to</strong>nnage of hazardous substances onboard<br />

(v) LOA, beam and gt<br />

(vi) Type of vessel<br />

(vii) ETA<br />

(b) At least 24h prior <strong>to</strong> arrival:<br />

(i) ETA at Pilot boarding position<br />

(ii) Draught<br />

(iii) Number of persons on board, passengers and crew<br />

(iv) Maritime Declaration of Health, ISPS declaration, vessel’s insurance<br />

certifi cate and vessel’s waste certifi cate<br />

(c) 6h before entry in<strong>to</strong> French Terri<strong>to</strong>rial Waters, vessels transporting<br />

hydrocarbons or dangerous substances must send a SURNAV message (see<br />

GENERAL NOTES)<br />

(d) Prior <strong>to</strong> crossing the S limit of the area, all vessels must report <strong>to</strong> the VTS on<br />

VHF Ch 12 advising:<br />

(i) Vessel’s name and call sign<br />

(ii) Position and ETA in<strong>to</strong> the ZMFR<br />

(iii) Draught (forward and aft)<br />

(iv) If Pilot required and/or tugs/boatmen<br />

(v) Destination and port of departure<br />

(vi) Any failures or possible failures<br />

(vii) Any health and safety situations<br />

(viii) Any dangerous goods on board and their position<br />

(e) The VTS will respond giving information regarding:<br />

(i) Vessel’s route<br />

(ii) Pilotage<br />

(iii) Availability of berths<br />

(iv) Port safety level, if not level 1<br />

(v) Other information including traffi c, weather, etc<br />

(f) Vessels over 1600 gt transporting hydrocarbons or dangerous substances may<br />

not enter the approach channel (N of 43°12′·00N) without the authorisation of<br />

the VTS<br />

(g) In the event that the vessel’s identifi cation is in doubt, the VTS will call every<br />

vessel it is expecting until the vessel has been identifi ed.<br />

(4) Vessels in the area:<br />

(a) All vessels must contact the VTS on VHF Ch 12 before entering the port,<br />

getting under way or changing berths<br />

(b) All vessels crossing (or in cases of emergency, anchoring or waiting in) the<br />

approach channel, which vessels transporting dangerous cargo are obliged <strong>to</strong><br />

use, must inform the VTS immediately<br />

(5) Vessels outward-bound:<br />

(a) 6h prior <strong>to</strong> departure, vessels transporting or that have transported oil without<br />

cleaning their tanks, must contact the VTS by telephone or VHF <strong>to</strong> obtain<br />

permission <strong>to</strong> depart (1h prior <strong>to</strong> departure for vessels other than tankers)<br />

(b) All departing vessels must contact the VTS on VHF Ch 12 <strong>to</strong> obtain authorisation<br />

<strong>to</strong> cast off<br />

(c) The VTS will provide information concerning traffi c movements in the port<br />

INFORMATION BROADCASTS:<br />

Upon request the VTS will provide information regarding vessel movements in the port.<br />

RADAR ASSISTANCE AND PILOTAGE:<br />

(1) A Pilot is on permanent duty at the Fos VTS and is able <strong>to</strong> assist vessels on<br />

request, particularly when weather conditions prevent the Pilot from boarding.<br />

(2) Radar assistance is provided on request in poor visibility.<br />
