Specific results from a strategic <strong>IT</strong> alignment activity include [18]: direct <strong>IT</strong> support <strong>for</strong> the<br />

achievement of business objectives; proportional increase in <strong>IT</strong> expenditure; delivery of <strong>IT</strong> services at<br />

competitive cost; improved business productivity and customer experience with increased <strong>IT</strong><br />

investment; availability of proper processes; practices and controls; managed business and technology<br />

risks; development of professional competence <strong>for</strong> service delivery and continuous per<strong>for</strong>mance<br />

improvement by exploiting organizational knowledge.<br />

A sound strategic <strong>IT</strong> planning process is expected to guarantee strategic <strong>IT</strong> alignment.<br />

1.4 Using this <strong>Toolkit</strong><br />

This toolkit is designed and written <strong>for</strong> <strong>IT</strong> practitioners in government or public organizations, as a<br />

detailed guide (or reference <strong>for</strong> experienced <strong>IT</strong> managers) <strong>for</strong> planning and implementing strategic <strong>IT</strong><br />

planning. Secondly, the toolkit provides a framework <strong>for</strong> developing specific standards <strong>for</strong> <strong>Strategic</strong><br />

<strong>IT</strong> planning in government or public agencies. Thirdly, the toolkit could serve as a courseware <strong>for</strong><br />

strategic <strong>IT</strong> planning.<br />

As a manual, the toolkit provides detailed in<strong>for</strong>mation on each step of the strategy processes with<br />

clear instructions on implementation of these steps (practice guidelines) and how to use available<br />

supporting tools. As a framework <strong>for</strong> developing specific standards, the toolkit specifies core set as<br />

well as optional activities <strong>for</strong> the <strong>IT</strong> strategy process. As a courseware, it provides an overall process<br />

model <strong>for</strong> strategic <strong>IT</strong> planning, and sub-processes <strong>for</strong> all major process steps with reference to<br />
