4.4 Setting <strong>IT</strong> Goals<br />

Description: This task is one of the most important tasks in the development of the strategic <strong>IT</strong><br />

framework since it is the first step in the elaboration of the <strong>IT</strong> vision. The development of concrete <strong>IT</strong><br />

goals from the vision follows a balanced approach in which the <strong>IT</strong> organization or the strategy team<br />

specifies how <strong>IT</strong> capabilities will be developed within the agency in different perspectives. These<br />

perspectives include (i) support <strong>for</strong> organizational mission (corporate contributions), (ii) stakeholder<br />

or customer orientation, particularly in the area of service delivery, (iii) learning and growth (or<br />

innovation), (iv) internal processes (operational excellence) and (v) <strong>IT</strong> resources (finance and budget).<br />

The major input <strong>for</strong> the task is the <strong>IT</strong> vision statement and the major <strong>IT</strong> needs from core business<br />

units. The output from the task is a list of <strong>IT</strong> goals in the different perspectives.<br />

Process: The tasks could be carried out as a sequence of the following major steps:<br />

T1) organizing workshop participants into brainstorming groups<br />

T2) getting individuals within groups to identify goals<br />

T3) consolidating individual contributions within teams<br />

T4) presenting <strong>IT</strong> goals statements <strong>for</strong> different teams<br />

T5) consolidating and agreeing on <strong>IT</strong> goals <strong>for</strong> each perspective<br />

T6) drafting final list of <strong>IT</strong> goal statement <strong>for</strong> each perspective<br />
