In October 2007, a consultant team led by Urban & Regional Planning Solutions, in association with EconSearch and Ecological Associates, was appointed to work with these partners, tourism and business operators and regional communities to prepare the Plan. The primary objective of this project is to provide the Flinders Ranges and Outback with an innovative and strategic policy and planning framework that will help attract and grow investment and build capacity in sustainable tourism within the Region. There has been extensive consultation with regional communities, tourism operators and State Government and regional organisations with an interest in tourism. 1.8 What does the Plan Deliver? The Plan that has resulted from their input provides: • A clear vision, strategies and actions for achieving sustainable tourism in the Flinders Ranges and Outback region; • An understanding of the market segments with the greatest potential for growth; • Growth scenarios and a preferred growth target developed around these potential areas of tourism growth and the likely return from achieving this target; • A differentiated 'brand strategy', based upon an understanding of the region's target markets and inherent attributes; Urban & Regional Planning Solutions d:\frosa region istp\frosa region istp.doc Page 5
Final Plan Introduction and Purpose of this Plan • The identification of the key development opportunities that will help build the brand; • The identification of the linkages with other sectors in order to better facilitate 'value-adding' tourism; • Tourism infrastructure priorities that support the opportunities and better use of existing infrastructure; • Recommendations for aligning the planning policies within Development Plans with the agreed sustainable tourism vision; • The identification of environmental management initiatives that will assist in the management of this growth; • A clearly articulated implementation strategy and Action Plan Framework that includes arrangements for the delivery of the strategy. A key element of the implementation strategy has focussed on mechanisms to maintain and strengthen stakeholder involvement, commitment and collaboration. 1.9 How to Read this Plan This Plan is the synthesis of a significant amount of research and consultation undertaken by members of the consultant team. All of this background material is contained in the Appendices Report which accompanies this Plan. The Appendices Report contains the following documents: • Literature Review of a range of relevant strategies, plans and studies • Progress report containing market analysis, tourism product and experience audit, preliminary economic analysis and ecological assessment • Economic Modelling Report by EconSearch • Tourism Planning Policy Review highlighting issues associated with the planning systems generally and with Development Plans that could act as a barrier to sustainable economic development • Discussion Paper prepared to stimulate constructive responses from those attending consultation meetings • Environmental Management Framework - managing tourism activities to protect ecological assets. • Consultation Report Urban & Regional Planning Solutions d:\frosa region istp\frosa region istp.doc Page 6
