How to<br />

Four phases <strong>for</strong> <strong>in</strong>tegrat<strong>in</strong>g <strong>gender</strong><br />

<strong>in</strong>to Communities work with <strong>in</strong>clusive<br />

engagement at the centre<br />

Build<strong>in</strong>g on the notion of <strong>in</strong>clusive<br />

engagement, Rio T<strong>in</strong>to’s approach<br />

to Communities work is captured<br />

<strong>in</strong> the simplified conceptual<br />

framework which follows. The<br />

approach can be divided <strong>in</strong>to four<br />

<strong>in</strong>ter-related phases, with <strong>in</strong>clusive<br />

engagement sitt<strong>in</strong>g at the centre,<br />

as a cross cutt<strong>in</strong>g theme that<br />

relates to all the other phases:<br />

Inclusive engagement<br />

Ensure that women and men<br />

from different social groups are<br />

consulted and can participate <strong>in</strong><br />

engagement and development <strong>in</strong><br />

mean<strong>in</strong>gful ways.<br />

1 Know and understand<br />

Develop <strong>gender</strong> <strong>in</strong>sights through<br />

specific consultation with women’s<br />

and men’s groups and discuss<br />

the f<strong>in</strong>d<strong>in</strong>gs with community<br />

members.<br />

Integrate <strong>gender</strong> issues <strong>in</strong>to all<br />

basel<strong>in</strong>e assessments: basel<strong>in</strong>e<br />

communities assessments (BCAs),<br />

social impact assessments (SIAs)<br />

and social risk assessments (SRAs).<br />

Consider <strong>gender</strong> impacts <strong>for</strong><br />

different stages of m<strong>in</strong>e life<br />

(<strong>in</strong>clud<strong>in</strong>g closure).<br />

Identify barriers and constra<strong>in</strong>ts to<br />

participation along <strong>gender</strong> l<strong>in</strong>es.<br />

2 Plan and implement<br />

Consider and <strong>in</strong>tegrate <strong>gender</strong><br />

issues <strong>in</strong> the Communities strategy<br />

and multi-year plans.<br />

Use <strong>gender</strong> sensitive<br />

methodologies to plan and<br />

implement community<br />

engagement and programme<br />

<strong>in</strong>itiatives.<br />

Develop other operational plans<br />

and standard operat<strong>in</strong>g procedures<br />

with potential <strong>gender</strong> impacts <strong>in</strong><br />

m<strong>in</strong>d.<br />

3 Monitor, evaluate<br />

and improve<br />

Use a monitor<strong>in</strong>g framework<br />

that <strong>in</strong>cludes <strong>gender</strong> sensitive<br />

<strong>in</strong>dicators, underp<strong>in</strong>ned by<br />

credible data, which is updated<br />

regularly.<br />

Plan programmes and projects to<br />

promote <strong>gender</strong> equality, and to<br />

measure progress aga<strong>in</strong>st <strong>gender</strong><br />

sensitive <strong>in</strong>dicators.<br />

Develop participatory monitor<strong>in</strong>g<br />

and evaluation processes where<br />

possible, that are <strong>in</strong>clusive of both<br />

women and men.<br />

4 Report and communicate<br />

Publicly report on what action<br />

each site is tak<strong>in</strong>g to address<br />

<strong>gender</strong> issues and the outcomes<br />

of these actions.<br />

Present <strong>gender</strong>-disaggregated<br />

data <strong>for</strong> key per<strong>for</strong>mance areas<br />

<strong>in</strong> site reports.<br />

Communicate this <strong>in</strong><strong>for</strong>mation<br />

to the community.<br />

Wherever practical, <strong>gender</strong><br />

considerations should be<br />

<strong>in</strong>tegrated <strong>in</strong>to exist<strong>in</strong>g processes<br />

<strong>for</strong> social basel<strong>in</strong>es, impact<br />

and risk assessment. However<br />

if <strong>gender</strong> issues were not<br />

adequately considered <strong>in</strong> early<br />

studies, a standalone process <strong>for</strong><br />

improved <strong>gender</strong> knowledge and<br />

understand<strong>in</strong>g would be warranted.<br />

with other operational plans<br />

with<strong>in</strong> the bus<strong>in</strong>ess unit.
