The International F<strong>in</strong>ance<br />
Corporation’s (IFC) <strong>gender</strong><br />
programme affirms the<br />
organisation’s commitment to<br />
creat<strong>in</strong>g opportunities <strong>for</strong> women<br />
<strong>in</strong> bus<strong>in</strong>ess by “Recognis<strong>in</strong>g that<br />
aspir<strong>in</strong>g bus<strong>in</strong>esswomen are<br />
often prevented from realis<strong>in</strong>g<br />
their economic potential”. In light<br />
of this recognition “The <strong>gender</strong><br />
programme aims to ma<strong>in</strong>stream<br />
<strong>gender</strong> issues <strong>in</strong>to IFC’s work,<br />
while help<strong>in</strong>g to better leverage<br />
the untapped potential of women<br />
as well as men <strong>in</strong> emerg<strong>in</strong>g<br />
markets”. To this end the IFC<br />
provides f<strong>in</strong>ancial products and<br />
advisory services that seek to:<br />
– foster women entrepreneurs’<br />
access to f<strong>in</strong>ance;<br />
– reduce <strong>gender</strong> barriers found<br />
<strong>in</strong> the bus<strong>in</strong>ess environment;<br />
and<br />
– improve the susta<strong>in</strong>ability of<br />
all IFC <strong>in</strong>vestment projects.<br />
Currently, the IFC <strong>gender</strong><br />
programme is <strong>in</strong> the process of<br />
develop<strong>in</strong>g a Gender and growth<br />
methodological toolkit that will be<br />
aimed at assist<strong>in</strong>g the systematic<br />
<strong>in</strong>tegration of <strong>gender</strong> issues <strong>in</strong>to<br />
the products and advisory services<br />
that are provided by the IFC as part<br />
of any <strong>in</strong>vestment programme.<br />
The IFC is also partner<strong>in</strong>g with<br />
the Global Report<strong>in</strong>g Initiative<br />
(GRI) on a 12 month research and<br />
consultation project to develop<br />
a Gender susta<strong>in</strong>ability report<strong>in</strong>g<br />
resource guide.<br />
World Bank Group (WBG) and<br />
the extractive <strong>in</strong>dustries<br />
In 2000, the WBG announced<br />
a comprehensive assessment of<br />
its activities <strong>in</strong> the extractive<br />
<strong>in</strong>dustries (EI) sector. The extractive<br />
<strong>in</strong>dustries review was f<strong>in</strong>alised <strong>in</strong><br />
2004. The review emphasised<br />
the need <strong>for</strong> the WBG to help<br />
governments legislate to address<br />
issues of <strong>gender</strong> imbalance, <strong>in</strong><br />
both the m<strong>in</strong><strong>in</strong>g workplace and<br />
m<strong>in</strong><strong>in</strong>g communities. The WBG<br />
acknowledged the disadvantage<br />
and vulnerability of women<br />
<strong>in</strong> m<strong>in</strong><strong>in</strong>g communities and<br />
that “consultation processes,<br />
community plans, and operation<br />
of EI projects need to take better<br />
account of <strong>gender</strong> issues”. The<br />
report went on to state that<br />
the Bank’s <strong>gender</strong> policies and<br />
guidel<strong>in</strong>es do provide guidance,<br />
but they need to be supplemented<br />
by awareness of EI specific issues.<br />
The WBG has a dedicated work<br />
stream on Extractive Industries<br />
and Gender under the World<br />
Bank/IFC jo<strong>in</strong>t department of Oil,<br />
Gas, M<strong>in</strong><strong>in</strong>g and Chemicals. This<br />
programme focuses on research<br />
and education, events, fund<strong>in</strong>g<br />
support <strong>for</strong> development <strong>in</strong>itiatives<br />
and country specific project work.<br />
Collaborative <strong>in</strong>itiatives on <strong>gender</strong><br />
ma<strong>in</strong>stream<strong>in</strong>g by key <strong>in</strong>ternational<br />
f<strong>in</strong>ance organisations:<br />
Gender Susta<strong>in</strong>ability Report<strong>in</strong>g<br />
Project (GRI/IFC)<br />
In September 2008, the Global<br />
Report<strong>in</strong>g Initiative and the IFC<br />
announced a 12 month collaborative<br />
project <strong>in</strong>tended to improve the<br />
coverage of <strong>gender</strong> issues <strong>in</strong><br />
susta<strong>in</strong>ability report<strong>in</strong>g. The project<br />
comprises both research and multistakeholder<br />
consultation and will<br />
develop a Gender susta<strong>in</strong>ability<br />
report<strong>in</strong>g resource guide <strong>for</strong><br />
companies that want to establish<br />
themselves as leaders <strong>in</strong> manag<strong>in</strong>g<br />
<strong>gender</strong> issues.<br />
Do<strong>in</strong>g Bus<strong>in</strong>ess Project (WBG/IFC)<br />
This jo<strong>in</strong>t World Bank and IFC<br />
programme is aimed at provid<strong>in</strong>g<br />
a series of reports <strong>in</strong>vestigat<strong>in</strong>g<br />
the regulations that enhance and<br />
constra<strong>in</strong> bus<strong>in</strong>ess activities. The<br />
2009-10 report will focus on <strong>gender</strong><br />
issues. The report will seek to identify<br />
laws and regulations that discrim<strong>in</strong>ate<br />
aga<strong>in</strong>st women <strong>in</strong> the context of the<br />
current “do<strong>in</strong>g bus<strong>in</strong>ess <strong>in</strong>dicators”<br />
as well as not<strong>in</strong>g any other legal/<br />
regulatory issues that may emerge.<br />
