Despite its widespread use and<br />
application, conceptually and<br />
politically, <strong>gender</strong> ma<strong>in</strong>stream<strong>in</strong>g<br />
is a contested term, and the<br />
approaches, philosophy and<br />
process of <strong>gender</strong> ma<strong>in</strong>stream<strong>in</strong>g<br />
cont<strong>in</strong>ue to generate debate. Some<br />
scholars argue that, <strong>in</strong> practice,<br />
<strong>gender</strong> ma<strong>in</strong>stream<strong>in</strong>g – the<br />
practice of <strong>in</strong>tegrat<strong>in</strong>g <strong>gender</strong> <strong>in</strong>to<br />
development process – prioritises<br />
economic goals over equality<br />
considerations and has been coopted<br />
by donor organisations and,<br />
<strong>in</strong>creas<strong>in</strong>gly, the private sector.<br />
Others argue that <strong>gender</strong> analysis<br />
(which is essential to successful<br />
<strong>gender</strong> ma<strong>in</strong>stream<strong>in</strong>g) fails to<br />
translate <strong>in</strong>to practical tools that<br />
alter <strong>gender</strong> dynamics.<br />
There are many def<strong>in</strong>itions of<br />
<strong>gender</strong> ma<strong>in</strong>stream<strong>in</strong>g. The general<br />
consensus is that ma<strong>in</strong>stream<strong>in</strong>g<br />
<strong>gender</strong> <strong>in</strong>volves the trans<strong>for</strong>mation<br />
of unequal social and <strong>in</strong>stitutional<br />
structures and processes <strong>in</strong>to<br />
equal and just structures and<br />
processes <strong>for</strong> both men and women.<br />
In the context of Rio T<strong>in</strong>to’s<br />
Communities work, this means that<br />
practitioners may need to focus on<br />
organisational change <strong>in</strong> order to<br />
achieve <strong>gender</strong> equality.<br />
The concept of <strong>gender</strong><br />
ma<strong>in</strong>stream<strong>in</strong>g is captured <strong>in</strong> the<br />
UN def<strong>in</strong>ition that was adopted<br />
<strong>in</strong> 1997.<br />
Even organisations as large as<br />
Rio T<strong>in</strong>to cannot ma<strong>in</strong>stream<br />
or <strong>in</strong>tegrate <strong>gender</strong> <strong>in</strong>to their<br />
organisational systems and<br />
structures <strong>in</strong> isolation. Gender<br />
ma<strong>in</strong>stream<strong>in</strong>g has the greatest<br />
chance of success if the broader<br />
context and environment is<br />
“enabl<strong>in</strong>g”. Ideally, societal contexts<br />
are <strong>gender</strong> sensitive, but this is not<br />
always the case, even <strong>in</strong> countries<br />
where there is a strong legal<br />
framework <strong>for</strong> <strong>gender</strong> equality.<br />
The Commonwealth Secretariat<br />
(1999: 28) suggests that an<br />
enabl<strong>in</strong>g environment <strong>in</strong>cludes<br />
the follow<strong>in</strong>g:<br />
– political will and commitment<br />
to <strong>gender</strong> equality at the<br />
highest levels;<br />
– a legislative and constitutional<br />
framework that is conducive<br />
to advanc<strong>in</strong>g <strong>gender</strong> equality;<br />
– civil society and the role it can<br />
play <strong>in</strong> advanc<strong>in</strong>g <strong>gender</strong><br />
equality;<br />
– the presence of a critical mass<br />
of women <strong>in</strong> decision mak<strong>in</strong>g<br />
roles;<br />
– global and regional mandates;<br />
– adequate resourc<strong>in</strong>g; and<br />
– donor aid and technical<br />
assistance provided by<br />
<strong>in</strong>ternational agencies.<br />
Rio T<strong>in</strong>to does not always operate<br />
<strong>in</strong> environments that are enabl<strong>in</strong>g<br />
of <strong>gender</strong> ma<strong>in</strong>stream<strong>in</strong>g, and<br />
must there<strong>for</strong>e ensure that it does<br />
not exacerbate exist<strong>in</strong>g <strong>gender</strong><br />
<strong>in</strong>equalities where the enabl<strong>in</strong>g<br />
environment is less than ideal.<br />
The UN def<strong>in</strong>ition of <strong>gender</strong><br />
ma<strong>in</strong>stream<strong>in</strong>g:<br />
“… the process of assess<strong>in</strong>g the<br />
implications <strong>for</strong> women and men<br />
of any planned action, <strong>in</strong>clud<strong>in</strong>g<br />
legislation, policies or programmes,<br />
<strong>in</strong> any area and at all levels. It is a<br />
strategy <strong>for</strong> mak<strong>in</strong>g the concerns and<br />
experiences of women as well as of<br />
men an <strong>in</strong>tegral part of the design,<br />
implementation, monitor<strong>in</strong>g and<br />
evaluation of policies and programmes<br />
<strong>in</strong> all political, economic and societal<br />
spheres, so that women and men<br />
benefit equally, and <strong>in</strong>equality is not<br />
perpetuated. The ultimate goal of<br />
ma<strong>in</strong>stream<strong>in</strong>g is to achieve <strong>gender</strong><br />
equality.”
