NOTES TO THE FINANCIAL STATEMENTS<br />

The board <strong>of</strong> <strong>Blackburn</strong> <strong>with</strong> <strong>Darwen</strong> Teaching Care Trust Plus comprises both Council and NHS representatives.<br />

There are close links between the Care Trust Plus and the Council’s Adult Social Services department and<br />

monitoring information is shared at regular points throughout the financial year as part <strong>of</strong> the Annual Service<br />

Agreement. This enables the commissioning strategy to be advised by the Council’s knowledge <strong>of</strong> the area’s<br />

needs and facilities.<br />

The Council makes payments for the costs <strong>of</strong> the strategic commissioning and TUPE’d staff. The gross payments<br />

to Care Trust Plus were £1,640,500, Contributions from Care Trust Plus received under a section 256 agreement<br />

and other funding agreements totalled £3,564,900.<br />

The Council hosts a joint building control service <strong>with</strong> Burnley <strong>Borough</strong> Council. Under a service level agreement<br />

both authorities contribute towards the net running cost <strong>of</strong> the service, <strong>with</strong> Burnley contributing 35.5% (£103,933<br />

in <strong>2011</strong>/12) and <strong>Blackburn</strong> <strong>with</strong> <strong>Darwen</strong> contributing 64.5% (£188,837 in <strong>2011</strong>/12).<br />

Entities Controlled or Significantly Influenced by the Council<br />

The Council has a 15 year contract <strong>with</strong> Capita Business Services Limited and Capita Symonds Limited, due to<br />

finish at the end <strong>of</strong> June 2016. Payments made to the companies during <strong>2011</strong>/12 amounted to a total <strong>of</strong><br />

£12,756,000. Whilst the Council has no direct control over the companies, and the level <strong>of</strong> finance provided is not<br />

significant in terms <strong>of</strong> the size <strong>of</strong> the Capita Group, it is likely that the operation <strong>of</strong> the local <strong>Blackburn</strong> Business<br />

Centre is dependent to some extent on the continuation or otherwise <strong>of</strong> this contract.<br />

The Council made contributions totalling £591,800 to five organisations (<strong>Blackburn</strong> <strong>with</strong> <strong>Darwen</strong> Carers SVC,<br />

Care Network, Local Involve Network, Older Peoples Forum and <strong>Blackburn</strong> Youth Zone) during the year where<br />

the amounts concerned provided a significant proportion <strong>of</strong> those organisations’ income. In these cases, there is a<br />

presumption that there is substantial reliance upon such contributions for the future continuation or otherwise <strong>of</strong><br />

the organisations concerned.<br />

37 Capital expenditure and capital financing<br />

The total amount <strong>of</strong> capital expenditure incurred in the year is shown in the table below together <strong>with</strong> the<br />

resources that have been used to finance it. Where capital expenditure is to be financed in future years by<br />

charges to revenue as assets are used by the Authority, the expenditure results in an increase in the Capital<br />

Financing Requirement (CFR), a measure <strong>of</strong> the capital expenditure incurred historically by the Authority that has<br />

yet to be financed.<br />
