Evolution of calculated medical benefit<br />

• The vast majority of drugs are covered at a 65%<br />

rate. In 2009, among the 109 new drugs<br />

reviewed by the Transparency Commission, the<br />

vast majority of new drugs were evaluated with<br />

major or considerable therapeutic value (90)<br />

while only 10 were deemed <strong>in</strong>sufficient<br />

– SMR judged sufficient <strong>in</strong> more than 90%<br />

cases<br />

– BUT No cl<strong>in</strong>ical added value for more than<br />

60% of new drugs/new <strong>in</strong>dications: decreased<br />

proportion of drugs with “signifi<strong>can</strong>t” added<br />

value ( ASMR: moderate to major, I to III)<br />

• Follow<strong>in</strong>g the creation <strong>in</strong> 2010 of the 15% rate of<br />

coverage for drugs with low SMR, the<br />

reimbursement rate of 171 additional drugs has<br />

been lowered from 35% to 15%.<br />

• HAS: 84 days was the average time for issu<strong>in</strong>g<br />

guidance <strong>in</strong> 2011<br />
