Major Project Summaries 07.25.12 Project Project Status Progress from Cost Schedule Name Description Previous Report Estimate Cypress Lake Alternative Water Supply WTP, Wells and Pipeline Preliminary Design DB Design Engineer: To Be Determined Contractor: To Be Determined The Preliminary Design of the Cypress Lake Alternative Water Supply Water Treatment Plant, Wells and Pipelines will include site acquisition, master site planning, water treatment options study, process selection, alternative energy study, hydraulic analysis and water wheeling study, preliminary raw and finished water main route planning, permitting coordination, cost estimating, scheduling and value engineering. The water quality data from the construction of the two test production wells will provide the basis for the water treatment process selection. The project will provide potable water to the Water Cooperative of Central Florida (Toho, St. Cloud, Orange County, Polk County) and Reedy Creek Improvement District. NOTE: Poinciana Project descriptions begin on page 13 The Water Use Permit has been issued by the South Florida Water Management District for 37.5 million gallons of water per day producing 30 million gallons of finished water for potable use. Consultant selection for preliminary design is in process. Final design and construction will not be initiated until capacity is required by one of the participating group members. Two Requests for Statements of Qualifications were advertised as the work has been divided into two projects: the first project, advertised on May 1, 2012, is for the hydraulic analysis and pipeline optimization. The Statements of Qualifications (SOQ) for this project were received on June 5, 2012. The second project is the preliminary design of the Water Treatment Plant and wellfield. This project advertised on May 8, 2012; the SOQs are due on Sept. 25, 2012. Three Consulting teams submitted SOQs for the hydraulic analysis project. A selection committee meeting was held on June 27, 2012 to short-list teams for further consideration; all 3 respondents were invited to present qualifications to the selection committee. The presentations are scheduled for August 30, 2012. The selection committee will meet after the presentations (date to be determined) to rank the consultants and make a final selection. Cost estimate for Preliminary Design is $3,520,000; TWA’s share is approximately $1,400,000 based on 40% allocation of the plant capacity. A preliminary design schedule will be prepared after consultant selection is completed; consultant selection for the hydraulic design project is anticipated to be complete by the beginning of September, 2012 with Scope of Services Negotiations commencing in September 2012. Consultant selection for the WTP preliminary design project is anticipated to be complete by February 2013. 1
