I) APPROVAL OF RENEWAL OF AGREEMENT
PROVISION OF POTABLE WATER SUPPLY AND
SANITARY SEWAGE TREATMENT AND
DISPOSAL WITH FLORIBRA U.S.A., INC.
Supervisor Thacker pulled this item because his
wife is an attorney representing one of the parties
and he must abstain from voting due to a conflict of
interest. Attorney Lawson recommended modifying
the wording to the renewal of the agreement stating
that it was an amendment to the original agreement.
Ms. Jo Thacker, 390 North Orange Avenue,
Orlando, expressed the need to have the renewal of
the agreement signed tonight. Supervisor McKinnon
moved for approval with the stipulation that; if
needed, Mr. Wheeler could execute the agreement.
Ms. Thacker said that if the concern is the change in
language; it is the same language that was
approved 5 years ago. Chairman Van Meter asked
if the original document alluded to the extension and
the response was affirmative. Supervisor White
seconded the motion. Motion passed 5 to 0 with
Supervisor Thacker abstaining from voting.

A) APPROVAL OF THE PURCHASE AND
INSTALLATION OF TWO, FOUR THOUSAND
GALLON ABOVE GROUND FUEL DISPENSING
TANKS – Mr. Wheeler explained that his item was
continued from the June 27th meeting because the
Board had requested additional information. Mr.
Wheeler informed the Board that the Sheriff’s
Department does not have a fueling station in
Poinciana and that the Sheriff will be offered the
opportunity to utilize the fueling station. Supervisor
