• Third, to monitor economic processes in the oblast;<br />

• Fourth, to initiate the establishment of coordination centres in the <strong>Baltic</strong><br />

<strong>States</strong> (in Lithuania) that would be responsible for the formulation <strong>and</strong><br />

taking control over coherent <strong>Baltic</strong> policies vis-à-vis Kaliningrad; to intensify<br />

cooperation with the region at a municipal level;<br />

• Fifth, to intensify the dialogue between <strong>Baltic</strong> <strong>and</strong> Kaliningrad societies,<br />

especially between economic <strong>and</strong> academic élites with the aim of promoting<br />

the formation of Kaliningrad identity <strong>and</strong> the oblast’s integration into the<br />

<strong>Baltic</strong> region.<br />

Conclusion<br />

All in all, a positive agenda must be worked out to bring Russia closer to the Euro-<br />

Atlantic community <strong>and</strong> involve her into an open dialogue on security <strong>and</strong> defence<br />

affairs. NATO-Russia <strong>and</strong> EU-Russia relationships, entering new levels of cooperation,<br />

provide the <strong>Baltic</strong> countries with an opportunity to bring the expertise of their relations<br />

with Russia to the NATO <strong>and</strong> EU tables. <strong>The</strong> <strong>Baltic</strong> <strong>States</strong> should continue pursuing a<br />

policy aimed at creating stability <strong>and</strong> security zone in the EU’s Eastern neighbourhood,<br />

which is perfectly in line with EU policy toward a Wider Europe. <strong>The</strong> <strong>Baltic</strong> contribution<br />

should include democratisation, strengthening the political independence of these<br />

Eastern neighbours, <strong>and</strong> participation in the initiatives aimed at spreading security <strong>and</strong><br />

stability, as well as reducing development gaps further east.<br />
