Purpose of the <strong>Rural</strong> Activity Zone<br />
To provide for the use of land for<br />
agriculture.<br />
To provide for other uses and<br />
development, in appropriate locations,<br />
which are compatible with agriculture and<br />
the environmental and landscape<br />
characteristics of the area.<br />
To ensure that use and development does<br />
not adversely affect surrounding land uses.<br />
To encourage use and development of<br />
land based on comprehensive and<br />
sustainable land management practices<br />
and infrastructure provision.<br />
To protect and enhance natural resources<br />
and the biodiversity of the area.<br />
Purpose of the <strong>Rural</strong> Conservation Zone<br />
To conserve the values specified in the schedule<br />
to this zone.<br />
To protect and enhance the natural environment<br />
and natural processes for their historic,<br />
archaeological and scientific interest, landscape,<br />
faunal habitat and cultural values.<br />
To protect and enhance natural resources and the<br />
biodiversity of the area.<br />
To encourage development and use of land which<br />
is consistent with sustainable land management<br />
and land capability practices, and which takes into<br />
account the conservation values and<br />
environmental sensitivity of the locality.<br />
To provide for agricultural use consistent with the<br />
conservation of environmental and landscape<br />
values of the area.<br />
To conserve and enhance the cultural significance<br />
and character of open rural and scenic non urban<br />
landscapes.<br />
The schedule to the <strong>Rural</strong> Conservation Zone identifies the following values to be protected<br />
in Precinct 4:<br />
Bellbrae, Bells Beach and Point Addis - The flora, fauna habitat and scenic landscape.<br />
Existing vegetation and undeveloped rural landscape. Remnant vegetation on private and<br />
public land and the coastal reserve.<br />
Pennyroyal and Bambra - The water supply catchments declared under the Catchment<br />
and Land Protection Act 1994.<br />
It is considered that retention of the <strong>Rural</strong> Conservation Zone is the most effective and<br />
transparent mechanism to ensure the long term protection of these values.<br />
