Final Report<br />
Environment and Landscape<br />
There has been a significant body of work completed to document and prioritise the<br />
environmental and landscape assets of the <strong>Shire</strong>;<br />
There are opportunities to strengthen the <strong>Shire</strong> planning controls by augmenting and<br />
updating the <strong>Shire</strong>’s map base; and<br />
There are opportunities to strengthen the <strong>Shire</strong>’s planning controls by updating the MSS<br />
with more recent information and adoption of a number of policy and overlay<br />
recommendations (Note: These findings have been incorporated into Councils recently<br />
adopted revised Environmental Management <strong>Strategy</strong>).<br />
Population and <strong>Rural</strong> Land Use<br />
Significant population growth pressures are expected across the <strong>Shire</strong> and in rural areas<br />
as major transport routes improve commuter access between the <strong>Shire</strong> and major urban<br />
centres;<br />
While the population of the <strong>Surf</strong> <strong>Coast</strong> <strong>Shire</strong> is predicted to grow significantly in the next<br />
20 years, there is sufficient existing zoned land to meet this growth;<br />
Urban intrusion into productive agricultural areas of the <strong>Shire</strong> should be avoided; and<br />
The opportunity for additional rural tourism development should be facilitated via the<br />
application of the <strong>Rural</strong> Activity Zone in appropriate locations within the rural hinterland.<br />
Policy Vacuums<br />
The key policy vacuums identified (eg – little or no guidance provided in the existing<br />
scheme) included:<br />
What (if any) tourism related development activity should be encouraged in the rural<br />
areas of the <strong>Shire</strong> (and in which locations);<br />
Guidance on the location and controls associated with group accommodations; and<br />
Additional guidance on protection of landscape values.<br />
