<strong>Strategy</strong> also recommends process-oriented actions, minimum lot sizes, tenement controls<br />

and preferred approaches to subdivision excisions, transfer of development rights and other<br />

matters.<br />

Subsequent to the 1997 <strong>Strategy</strong>, a number of studies have assessed the landscape values<br />

of <strong>Surf</strong> <strong>Coast</strong> and provide direction for the <strong>Surf</strong> <strong>Coast</strong> planning scheme. These are now<br />

summarised.<br />

7.2.1 Great Ocean Road Region Landscape Assessment<br />

The Great Ocean Road Region Landscape Assessment Study (GORRLAS) was undertaken<br />

as part of the Great Ocean Road Region <strong>Strategy</strong> (GORRS). The study and the strategy,<br />

completed in 2004, cover an area stretching from Torquay to Warrnambool, including the<br />

hinterland north to the Princes Highway.<br />

The <strong>Strategy</strong> documents and maps the Landscape Character Precincts identified in the<br />

Great Ocean Road Region Landscape Assessment for <strong>Surf</strong> <strong>Coast</strong> <strong>Shire</strong>, south of the<br />

Princes Highway. The <strong>Strategy</strong> also makes a number of recommendations on changes to<br />

the <strong>Surf</strong> <strong>Coast</strong> Planning Scheme, community education, staff skilling and statutory support.<br />

The recommended changes to the planning scheme were:<br />

Local Policy<br />

Introduce new Local Policy specific to the landscape character of <strong>Surf</strong> <strong>Coast</strong>,<br />

including Precinct Descriptions, Distinctive Qualities and Development Principles<br />

(including Landscape Objectives) relating to the Precincts in the <strong>Shire</strong>.<br />

Include brief policy statements about each of the Landscape Elements in the new<br />

Local Policy. It is envisaged that the policy statements would be incorporated into the<br />

relevant Local Policy for that Landscape Character Precinct.<br />

Local Policy should include an indigenous vegetation buffer requirement for<br />

plantations adjacent to Road Zone Category 1 (RDZ1).<br />

Review relevant related Local Policies for inconsistencies with the proposed Local<br />

Policy (eg Development Principles).<br />

Significant Landscapes<br />

The Great Ocean Road Region Landscape Assessment undertook a comprehensive<br />

analysis of landscape significance and made recommendations about introducing Significant<br />

Landscape Overlays (SLOs) over areas determined to have regional, state or national<br />

significance. It was concluded that <strong>Surf</strong> <strong>Coast</strong> already had in place SLOs covering areas<br />

identified as having landscape significance within the GORRS study area.<br />

State Planning Policy Framework<br />

The GORR <strong>Strategy</strong> resulted in changes to the State Planning Policy Framework (SPPF)<br />

with the introduction of a new policy: 15.08-3 Geographic Strategies – Great Ocean Road<br />

Region. This policy contains strategies that have been adopted from the Great Ocean Road<br />

Region – A Land Use and Transport <strong>Strategy</strong> (DSE, 2004).<br />
