6.4.2 Applying the <strong>Rural</strong> Zones Planning Practice Note<br />
DSE has prepared a Planning Practice Note: Applying the new rural Zones (DSE 2007)<br />
which provides guidance on the application of the rural zones. With respect to rural living<br />
development, it places particular importance on first determining the housing needs and<br />
trends of the municipality.<br />
In addition, the following circumstances would be deemed to exist or emerge in the<br />
application of the <strong>Rural</strong> Living Zone:<br />
While catering primarily for residential use, the allotment size and subdivision layout<br />
should provide opportunity for farming activities to occur.<br />
Farming activities should not adversely affect the natural environment or the amenity of<br />
surrounding land uses.<br />
Access should exist to a reasonable range of community infrastructure and services<br />
normally expected for residential areas.<br />
Farming of adjacent land should not be compromised.<br />
The Practice Note goes on to say that if the objective is to encourage rural residential<br />
development at higher densities that are defacto large residential lots or which preclude<br />
farming activities, then the Low Density Residential Zone should be considered.<br />
Possible <strong>Rural</strong> Living Zone areas include:<br />
<strong>Rural</strong> areas that have been substantially subdivided and developed for dwellings in<br />
proximity to an urban area or township with a range of urban services and infrastructure.<br />
<strong>Rural</strong> land adjacent to an urban area or township which meets the key strategic and land<br />
capability requirements of Ministers Direction No. 6.<br />
