10.7.3 Objectives<br />
The objectives of this precinct are:<br />

To protect and enhance the significant environmental, landscape and cultural heritage<br />
values of the precinct.<br />
To provide for an appropriate form and level of tourism development in selected areas of<br />
the coastal hinterland.<br />
Prevent any further subdivision of land.<br />
Prevent the expansion of coastal settlements beyond minor boundary adjustments.<br />
Restrict new tourist development to the Lorne hinterland, and to high quality, low<br />
intensive, unobtrusive tourism based facilities.<br />
Make traditional home-based activities, bed and breakfast accommodation, cultural<br />
tourism, interpretative eco-tourism, sight-seeing and bushwalking the focus of tourism in<br />
the area.<br />
Avoid any development within the viewshed of the Bells Beach <strong>Surf</strong>ing Recreation<br />
Reserve.<br />
Require any new development to incorporate long-term net environmental benefits for the<br />
sites on which they are proposed.<br />
Restrict commercial plantations to native hardwood species and require plantations to be<br />
screened from abutting roads with permanent native vegetation buffers.<br />
10.7.5 Implementation<br />
Current planning controls<br />
Apart from a small pocket of Low Density Residential Zoned land in Bellbrae, all other sites<br />
within this precinct are currently zoned <strong>Rural</strong> Conservation reflecting their significant<br />
environmental and landscape values.<br />
The following overlays apply to the area:<br />
Environmental Significance Overlay applied to declared water catchments and important<br />
vegetated eco-systems around Aireys Inlet- Eastern view.<br />
Vegetation Protection Overlay applied to the bulk of the vegetated private holdings<br />
throughout the precinct.<br />
Significant landscape Overlay acknowledges the landscape significance of the viewshed<br />
of the coast line.<br />
Heritage Overlay is applied to the Bells Beach <strong>Coast</strong>al Recreation reserve.<br />
Land subject to Flooding and Inundation Overlay.<br />
Wildfire Management Overlay applied to the bulk of the private land throughout the<br />
precinct.<br />
