components <strong>and</strong> the other on implementing a<br />
parallel programme <strong>of</strong> Organisational Change.<br />
Phase 1 <strong>of</strong> the SDM programme, which focused<br />
on the Child Benefit scheme, was successfully<br />
implemented in November 2002. The<br />
development <strong>of</strong> the new IT system <strong>and</strong> improved<br />
work practices allows the Child Benefit area to<br />
respond more rapidly to customer claims <strong>and</strong> to<br />
deliver a more personalised <strong>and</strong> effic<strong>ie</strong>nt service.<br />
Phase 2 <strong>of</strong> SDM commenced on 31 May 2004<br />
<strong>and</strong> covers the extension <strong>of</strong> the programme to<br />
Retirement <strong>and</strong> Old Age Contributory Pension<br />
(now renamed State Pension (Transition) (SPT)<br />
<strong>and</strong> State Pension (Contributory) respectively<br />
(SPC)), Household Benefits, Free Travel, Early<br />
Childcare Supplement <strong>and</strong> Bereavement Grant.<br />
This Phase also incorporated the implementation<br />
<strong>of</strong> a new Overpayments <strong>and</strong> Debt Management<br />
system.<br />
While none <strong>of</strong> the individual projects involved<br />
costs over €30 million, expenditure on all<br />
SDM related projects in the period since<br />
commencement (2001 to end <strong>2006</strong>) amounts to<br />
€33 million.<br />
