Ending Child Poverty Special<br />

The Office for Social Inclusion (OSI) had lead<br />

responsibility for progressing the Ending Child<br />

Poverty Special Initiative - one <strong>of</strong> eight special<br />

initiatives contained in Sustaining Progress, the<br />

National Social Partnership Agreement.<br />

One <strong>of</strong> the key tasks in the Ending Child Poverty<br />

initiative was to address obstacles to employment<br />

for lone parents, whose children are among those<br />

most at risk <strong>of</strong> poverty. Arising from work done<br />

in this area by the Senior Officials Group on Social<br />

Inclusion <strong>and</strong> a working group chaired by the<br />

OSI, a major Government discussion paper was<br />

launched in March <strong>2006</strong>. Proposals for Supporting<br />

Lone Parents puts forward proposals for:<br />

• reform <strong>of</strong> the income support system for all<br />

parents on a low income;<br />

• an exp<strong>and</strong>ed availability <strong>and</strong> range <strong>of</strong> education<br />

<strong>and</strong> training opportunit<strong>ie</strong>s;<br />

• the extension <strong>of</strong> the National Employment<br />

Action Plan;<br />

• focused provision <strong>of</strong> childcare; <strong>and</strong><br />

• improved information services.<br />

In September <strong>2006</strong>, the OSI submitted the<br />

National Report for Irel<strong>and</strong> - Strateg<strong>ie</strong>s for Social<br />

Protection <strong>and</strong> Social Inclusion <strong>2006</strong>-2008 - to<br />

the EU Commission. Reducing child poverty is one<br />

<strong>of</strong> the four priority policy objectives in Irel<strong>and</strong>’s<br />

National Report. A number <strong>of</strong> policy measures<br />

have been outlined to ach<strong>ie</strong>ve the goal <strong>of</strong><br />

reducing child poverty.<br />

Considerable progress was made by the OSI<br />

during <strong>2006</strong> on the development <strong>of</strong> Irel<strong>and</strong>’s new<br />

National Action Plan for Social Inclusion which<br />

will cover the period 2007-2016. This Plan is based<br />

on the lifecycle approach outlined in the new<br />

national partnership agreement - Towards 2016<br />

- <strong>and</strong> assesses the risks which individuals face<br />

at each stage <strong>of</strong> the lifecycle <strong>and</strong> the supports<br />

they need to meet these risks. Children have<br />

been identif<strong>ie</strong>d as one <strong>of</strong> the key lifecycle stages<br />

in the Plan <strong>and</strong> a number <strong>of</strong> high level targets<br />

<strong>and</strong> supporting actions <strong>and</strong> initiatives have been<br />

identif<strong>ie</strong>d aimed at reducing <strong>and</strong> ultimately<br />

eliminating child poverty in Irel<strong>and</strong>.<br />
