f) Debt Recovery<br />

Considerable effort continues to be put into<br />

improving the effectiveness <strong>of</strong> debt recovery<br />

measures <strong>and</strong> pursuit <strong>of</strong> defaulters. A new<br />

Debt Management system was introduced<br />

in November <strong>2006</strong> which will deal with<br />

overpayments <strong>and</strong> debt recovery across all<br />

schemes.<br />

A process to connect the new system to the<br />

Integrated Short Term System (ISTS) will<br />

commence in mid-2007.<br />

A rev<strong>ie</strong>w <strong>of</strong> <strong>department</strong>al polic<strong>ie</strong>s <strong>and</strong> practices<br />

was completed <strong>and</strong> a new debt management<br />

system was developed. The overall goal <strong>of</strong> the<br />

strategy is to maximise debt recovery levels,<br />

with due regard to value for money <strong>and</strong> with<br />

particular emphasis on recovery from debtors no<br />

longer dependent on welfare payments. The new<br />

strategy will be implemented from 2007.<br />

266 criminal cases were finalised in <strong>2006</strong> with the<br />

Gross savings from the control activit<strong>ie</strong>s on<br />

scheme payments amounted to €367.952<br />

million in <strong>2006</strong> (see chart below). Some 334,026<br />

claims were rev<strong>ie</strong>wed in this process. In addition<br />

inspections <strong>of</strong> employer records identif<strong>ie</strong>d arrears<br />

<strong>of</strong> PAYE/PRSI amounting to €7.251million.<br />

During <strong>2006</strong>, a total <strong>of</strong> 364 cases were forwarded<br />

to the Ch<strong>ie</strong>f State Solicitor’s Office (CSSO) for<br />

the initiation <strong>of</strong> court proceedings. This figure<br />

includes 16 civil cases. Civil cases are taken to<br />

facilitate (i) the recovery <strong>of</strong> scheme overpayments<br />

(ii) the collection <strong>of</strong> PRSI arrears <strong>and</strong> (iii) the<br />

enforcement <strong>of</strong> maintenance recovery orders<br />

against the liable relatives <strong>of</strong> one-parent <strong>family</strong><br />

recip<strong>ie</strong>nts.<br />

> Decisions, Appeals <strong>and</strong> Redress<br />

The Decisions Advisory Office (DAO) continued<br />

to play a pro-active role in the provision <strong>of</strong><br />

advice <strong>and</strong> support to Deciding Officers in the<br />

Department, to ensure that decisions in regard to<br />

applications, or rev<strong>ie</strong>ws on continued entitlement<br />

to Social <strong>Welfare</strong> payments, were carr<strong>ie</strong>d out in a<br />

consistent <strong>and</strong> high quality manner.<br />

With the aim <strong>of</strong> ach<strong>ie</strong>ving consistency in decisionmaking<br />

<strong>and</strong> providing clarification on issues, the<br />

DAO continued to liaise with the Social <strong>Welfare</strong><br />

Appeals Office (SWAO) during <strong>2006</strong>. Regular<br />

meetings were held with that Office to discuss<br />

issues arising on the application <strong>of</strong> the legislation<br />

in decision-making.<br />

During <strong>2006</strong>, the DAO provided training to<br />

Deciding Officers in Social <strong>Welfare</strong> Local Offices<br />

in Dublin <strong>and</strong> Navan. In addition, two one-day<br />

training courses were presented to Deciding<br />

Officers in the Longford SWSO.<br />

Over 400 requests were made to the DAO, by<br />

Deciding Officers <strong>and</strong> others, seeking advice on<br />

the interpretation <strong>of</strong> legislation <strong>and</strong> guidelines in<br />

relation to decisions on Social <strong>Welfare</strong> claims.<br />
