Introduction from the<br />
Secretary-General<br />
This <strong>report</strong> documents the progress made in <strong>2006</strong> in delivering our<br />
commitments under the Department’s Statement <strong>of</strong> Strategy 2005-2007:<br />
Security with Opportunity.<br />
The Department is responsible for a very significant proportion <strong>of</strong> public<br />
expenditure <strong>and</strong> the schemes <strong>and</strong> services which we deliver impact on<br />
the lives <strong>of</strong> every <strong>family</strong> in the State. The effective <strong>and</strong> effic<strong>ie</strong>nt delivery<br />
<strong>of</strong> those schemes <strong>and</strong> services is our primary responsibility <strong>and</strong> I bel<strong>ie</strong>ve<br />
this Department has delivered effectively on this responsibility during<br />
<strong>2006</strong>.<br />
We have also, as this <strong>report</strong> shows, made progress in modernising <strong>and</strong> improving our delivery systems<br />
<strong>and</strong> in supporting the improved delivery <strong>of</strong> services by other Departments <strong>and</strong> agenc<strong>ie</strong>s. Change is a<br />
constant feature <strong>of</strong> our work. The Department has delivered on significant changes during <strong>2006</strong> <strong>and</strong><br />
further changes are being worked on.<br />
I want to pay tribute to the commitment <strong>and</strong> dedication <strong>of</strong> the Department’s staff during <strong>2006</strong>, those<br />
involved in front-line service delivery, in essential services in support <strong>of</strong> that, or in the support <strong>of</strong> the<br />
wider policy-making process. We have wide-ranging responsibilit<strong>ie</strong>s which would be impossible to<br />
deliver on effectively without the flexibility <strong>and</strong> commitment <strong>of</strong> staff throughout the Department.<br />
