As part <strong>of</strong> Budget <strong>2006</strong>, periods spent in receipt<br />

<strong>of</strong> Supplementary <strong>Welfare</strong> Allowance or Direct<br />

Provision <strong>of</strong> accommodation count towards the<br />

qualifying period for Back to Education Allowance<br />

provided that the applicant establishes an<br />

entitlement to a relevant Social <strong>Welfare</strong> payment<br />

prior to commencing on the scheme. This change<br />

was effective from September <strong>2006</strong>.<br />

There are two education options available under<br />

the scheme – a second level option <strong>and</strong> a third<br />

level option.<br />

The number <strong>of</strong> people in receipt <strong>of</strong> Back to<br />

Education Allowance during 2005/<strong>2006</strong> academic<br />

year was:<br />

Second Level Option: 2,975<br />

Third Level Option: 4,310<br />

Total 7,285<br />

The Report <strong>of</strong> a rev<strong>ie</strong>w group on the BTEA Scheme<br />

was published in 2005. The Department, having<br />

examined the recommendations in the <strong>report</strong>, is<br />

working to implement them in conjunction with<br />

the Department <strong>of</strong> Education <strong>and</strong> Sc<strong>ie</strong>nce.<br />

* Back to Work Allowance Scheme<br />

The Back to Work Allowance scheme is part <strong>of</strong> the<br />

Department’s programme <strong>of</strong> initiatives designed<br />

to assist long term unemployed people, lone<br />

parents, people with disabilit<strong>ie</strong>s <strong>and</strong> other <strong>social</strong><br />

welfare recip<strong>ie</strong>nts return to the active labour<br />

force. There are two str<strong>and</strong>s to the scheme,<br />

the Back to Work Allowance for employees<br />

<strong>and</strong> the Back to Work Enterprise Allowance for<br />

self-employed. The scheme allows participants<br />

to retain a reducing proportion <strong>of</strong> their <strong>social</strong><br />

welfare payment plus secondary benefits over<br />

three or four years respectively.<br />

Allowance <strong>and</strong> Direct Provision accommodation<br />

count towards the qualifying period for Back<br />

to Work Allowance provided that the applicant<br />

establishes an entitlement to a relevant Social<br />

<strong>Welfare</strong> payment prior to commencing on the<br />

scheme.<br />

The number <strong>of</strong> people in receipt <strong>of</strong> Back to Work<br />

Allowance at the end <strong>of</strong> December <strong>2006</strong> was:<br />

BTW (employee) 3,963<br />

BTW (self-employed) 4,373<br />

Total 8,336<br />

* Technical Assistance <strong>and</strong> Training<br />

Grants (TATs):<br />

Potential Back to Work Allowance recip<strong>ie</strong>nts<br />

setting up business may receive financial<br />

assistance in relation to the following: financial<br />

projections <strong>and</strong> business accounts, preparing<br />

business plan, market research, start your own<br />

business course, computer training etc. Assistance<br />

is also available towards the cost <strong>of</strong> public liability<br />

insurance. Potential BTW recip<strong>ie</strong>nts (employees)<br />

may also be assisted financially with preparation<br />

for interv<strong>ie</strong>ws, CVs <strong>and</strong> computer skills training.<br />

During <strong>2006</strong>, 3,657 grants amounting to<br />

€2,199,212 were advanced through this fund.<br />

* PRSI Exemption Scheme<br />

The Employer’s PRSI Exemption scheme is<br />

a support available to employers to assist<br />

them in matching their labour needs with<br />

those <strong>of</strong> unemployed jobseekers. The scheme<br />

exempts employers from their share <strong>of</strong> the PRSI<br />

contribution in respect <strong>of</strong> workers for the first two<br />

years <strong>of</strong> their employment.<br />

Goal 2: people <strong>of</strong> working age<br />

The scheme has remained under rev<strong>ie</strong>w to<br />

ensure that it continues to be relevant to the<br />

prevailing labour market <strong>and</strong> economic climate.<br />

In Budget <strong>2006</strong> the qualifying period for<br />

access to both str<strong>and</strong>s <strong>of</strong> the scheme from Job<br />

Seeker’s Allowance <strong>and</strong> Job Seeker’s Benefit was<br />

reduced to 2 years. In addition from September<br />

<strong>2006</strong>, periods spent on Supplementary <strong>Welfare</strong><br />

The highest number <strong>of</strong> applications was<br />

received from the following employment<br />

categor<strong>ie</strong>s: general operatives/ labourer, clerical/<br />

administration <strong>and</strong> retail.<br />

During <strong>2006</strong>, 819 applications were approved<br />

under this initiative.<br />
