Regulations currently provide that any moneys<br />

received by way <strong>of</strong> compensation awarded to<br />

persons -<br />

• who have contracted Hepatitis C or HIV,<br />

• who have disabilit<strong>ie</strong>s caused by Thalidomide,<br />

<strong>and</strong><br />

• by the Residential Institutions Redress Board<br />

will be disregarded in the assessment <strong>of</strong> means<br />

for Supplementary <strong>Welfare</strong> Allowance purposes.<br />

These Regulations replace the existing provisions<br />

to extend this disregard to include any moneys<br />

received by a way <strong>of</strong> compensation awarded<br />

under the provisions <strong>of</strong> the Health (Repayment<br />

Scheme) Act <strong>2006</strong>.<br />

These Regulations provide for the payment <strong>of</strong><br />

a Christmas Bonus to long term <strong>social</strong> welfare<br />

recip<strong>ie</strong>nts, equivalent to 100% <strong>of</strong> their normal<br />

weekly payments, subject to a minimum payment<br />

<strong>of</strong> €30.<br />

The Social <strong>Welfare</strong> Act <strong>2006</strong> provides for increases<br />

in the maximum rates <strong>of</strong> <strong>social</strong> insurance<br />

payments arising from Budget 2007.<br />

These Regulations provide for increases in the<br />

reduced rates <strong>of</strong> Illness Benefit, Jobseeker’s<br />

Benefit, Health <strong>and</strong> Safety Benefit, State Pension<br />

(Contributory), State Pension (Transition),<br />

Widow’s <strong>and</strong> Widower’s (Contributory) Pension<br />

<strong>and</strong> Deserted Wife’s Benefit, <strong>and</strong> also provides<br />

for increases in the rates <strong>of</strong> tapered increases in<br />

respect <strong>of</strong> Qualif<strong>ie</strong>d Adults. All <strong>of</strong> these increases<br />

are effective from the first week in January 2007.<br />

The Regulations also provide for increases in the<br />

minimum weekly rate <strong>of</strong> Maternity Benefit <strong>and</strong><br />

Adoptive Benefit, with effect from January 2007.<br />

The Social <strong>Welfare</strong> Act 2003 provided that, with<br />

effect from the 19th January 2004, any increase<br />

for a qualif<strong>ie</strong>d child applicable to Jobseeker’s<br />

Benefit, Illness Benefit, Injury Benefit <strong>and</strong> Health<br />
