MODULE TWO<br />

<str<strong>on</strong>g>Police</str<strong>on</strong>g> Acti<strong>on</strong><br />

OBJECTIVE<br />

The objective of this Module is to clarify the legal procedures and their applicati<strong>on</strong> in<br />

the different stages of police acti<strong>on</strong> with regards to the investigati<strong>on</strong> of cases of human<br />

trafficking.<br />

The development of this Module assumes that the Investigating Officials (IO) have adequate<br />

knowledge and expereince in investigating crimes and also the applicati<strong>on</strong> of the<br />

provisi<strong>on</strong>s of the substantive and procedural laws in investigati<strong>on</strong>. Module Two will<br />

enable them to understand and apply this learning in the investigati<strong>on</strong> of cases of<br />

human trafficking.<br />

As such, this module is not to be regarded as a reiterati<strong>on</strong> of the Standard Operating<br />

Procedure (SOP); instead this module is actually <str<strong>on</strong>g>for</str<strong>on</strong>g> you, the facilitator, to shed light <strong>on</strong><br />

the importance of adherence to the SOP with regards to <strong>Anti</strong>-<strong>Human</strong> <strong>Trafficking</strong> (AHT).<br />

Within this c<strong>on</strong>text, this secti<strong>on</strong> will build clarity <strong>on</strong> the significance of the SOP in AHT<br />

by stressing certain elements/steps in particular.<br />

Having addressed c<strong>on</strong>ceptual issues (human trafficking, gender sensitivity, human rights<br />

etc.) elsewhere in the manual, this secti<strong>on</strong> provides a valuable supplement/complement<br />

to the procedural matters. The SOP should be followed with gender/human rights<br />

perspective. As such, this module is a requisite to meeting the objective of strengthening<br />

police resp<strong>on</strong>se/interventi<strong>on</strong> in cases of human trafficking.<br />

CONTENT<br />

Note: The c<strong>on</strong>tents of this secti<strong>on</strong> <str<strong>on</strong>g>for</str<strong>on</strong>g> purposes of clarity have been divided into Pre-rescue,<br />

During rescue and Post-rescue phase. The sequencing and details therein of police acti<strong>on</strong> in<br />

case of human trafficking are merely indicative and not exhaustive.<br />

Pre-rescue (e.g. intellegence collecti<strong>on</strong>)<br />

During rescue (e.g. search and rescue operati<strong>on</strong>s)<br />

Post-rescue (e.g. interacti<strong>on</strong> with survivor, interrogati<strong>on</strong> of the accused, etc.)<br />

STRUCTURE<br />

Although in<str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong> in this secti<strong>on</strong> is sequential and interrelated, you can, if you<br />

want, take out select porti<strong>on</strong>s and use them independently.<br />

Each secti<strong>on</strong> has a brief write-up followed by some suggestive exercises and activities<br />

that you can use during facilitati<strong>on</strong>.<br />

These exercises and activities can be modified as per the needs of your participants.<br />

The suggested time in activities is <strong>on</strong>ly indicative and may vary depending <strong>on</strong> the<br />

group size.<br />

The cases, illustrati<strong>on</strong>s used in the manual are merely indicative and similar cases and<br />

examples may be incorporated by the facilitator based <strong>on</strong> your assessment of what<br />

would be most appropriate.<br />

The applicati<strong>on</strong> of the Module is better d<strong>on</strong>e in c<strong>on</strong>juncti<strong>on</strong> with the SOP <strong>on</strong><br />

Investigati<strong>on</strong> by UNODC (there are two SOPs – <strong>on</strong>e <str<strong>on</strong>g>for</str<strong>on</strong>g> investigati<strong>on</strong> of human trafficking<br />

crimes of sexual exploitati<strong>on</strong> and the other <str<strong>on</strong>g>for</str<strong>on</strong>g> the investigati<strong>on</strong> of human trafficking<br />

crimes of exploitative labour).<br />
