Due to the clandestine nature of HT, organized crimes such as human trafficking involve<br />

multiple abusers/ offenders and there<str<strong>on</strong>g>for</str<strong>on</strong>g>e intelligence collecti<strong>on</strong>s <strong>on</strong> <strong>on</strong>e can lead to<br />

another.<br />

Cross checking/ verificati<strong>on</strong> of in<str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong> should be d<strong>on</strong>e be<str<strong>on</strong>g>for</str<strong>on</strong>g>e operati<strong>on</strong>.<br />

While using survivors as sources, in<str<strong>on</strong>g>for</str<strong>on</strong>g>med c<strong>on</strong>sent must be taken.<br />

Share that decoy operati<strong>on</strong>s can also be organized. However care should be taken that it<br />

can lead to a rescue operati<strong>on</strong> and there<str<strong>on</strong>g>for</str<strong>on</strong>g>e the preparati<strong>on</strong>s should be d<strong>on</strong>e accordingly.<br />

Ensure that c<strong>on</strong>fidentiality of the source is maintained at all costs.<br />

At this stage share with your participants the importance of planning be<str<strong>on</strong>g>for</str<strong>on</strong>g>e the rescue. You may want<br />

to do the following group activity to build clarity <strong>on</strong> the rescue process. Ensure that the interacti<strong>on</strong> is<br />

empowering <str<strong>on</strong>g>for</str<strong>on</strong>g> your participants which infuses them with c<strong>on</strong>fidence. Take care that the planning <str<strong>on</strong>g>for</str<strong>on</strong>g><br />

rescue is not seen as too daunting a task to be accomplished:<br />

Planning <str<strong>on</strong>g>for</str<strong>on</strong>g> Rescue<br />

Estimated time : 30 mins<br />

Material required : Flip charts and marker pens<br />

Methodology : Group work<br />

Expected outcome : Participants understand the importance of planning a rescue and identify<br />

different c<strong>on</strong>stitutive elements<br />

1)<br />

Activity<br />

Divide your participants into smaller groups.<br />

2) Hand out a brief note listing out different areas that need to be looked into e.g.<br />

a) source of in<str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong><br />

b) legal and administrative sancti<strong>on</strong>s required and from whom<br />

c) Logistics of the operati<strong>on</strong> in terms of who, what, when, where, how many etc.<br />

d) Possible challenges and threats<br />

e) An alternate c<strong>on</strong>tingency plan (e.g. if the rescue takes place late at night and there is no<br />

shelter home available, where should the survivors be taken?)<br />

f) Maintaining c<strong>on</strong>fidentiality<br />

3) Ask each group to brainstorm <strong>on</strong> all possible issues related to the above and list them down.<br />

4) Ask each group to make presentati<strong>on</strong> through their repertoire.<br />

5) Sum up highlighting the important issues. 27<br />

6) Also stress that rescue should NEVER wait nor be delayed <strong>on</strong> any account, even <str<strong>on</strong>g>for</str<strong>on</strong>g> filing of FIR. As<br />

FIR is not a pre-requisite <str<strong>on</strong>g>for</str<strong>on</strong>g> rescue, whenever police receives in<str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong> regarding victims/<br />

activities relating to CSE and/ or trafficking, rescue should be carried out IMMEDIATELY. Two<br />

secti<strong>on</strong>s of ITPA, s. 15 and s. 16 authorize rescue of victims/ search of premises where CSE is<br />

perpetrated.<br />

Note to the facilitator<br />

It often happens that when individuals are used to working or not working in a certain manner,<br />

any change from that may seem like a daunting, unrealistic task. As a facilitator, be prepared<br />

that the participants may want to discuss problems they face during their day to day work<br />

resp<strong>on</strong>sibilities. Laying stress <strong>on</strong> meticulous planning <str<strong>on</strong>g>for</str<strong>on</strong>g> the rescue may be countered with<br />

practical challenges and problems that the participants enumerate. Be clear and emphatic in<br />

communicating the benefits of a planned rescue vis-à-vis an unplanned <strong>on</strong>e. Planning <str<strong>on</strong>g>for</str<strong>on</strong>g> a<br />

rescue should be empowering <str<strong>on</strong>g>for</str<strong>on</strong>g> the participants.
