PREFACE<br />

This <str<strong>on</strong>g>Manual</str<strong>on</strong>g> <str<strong>on</strong>g>for</str<strong>on</strong>g> training police <strong>on</strong> <strong>Anti</strong> <strong>Human</strong> <strong>Trafficking</strong> (AHT) is a part of the<br />

series of tools brought out by UNODC ROSA, in its anti human trafficking project<br />

(IND/S16), which is being run in partnership with the Government of India (Ministry<br />

of Home Affairs) and state government agencies as well as civil society partners<br />

and is fully funded by the US government. This <str<strong>on</strong>g>Manual</str<strong>on</strong>g> focusing <strong>on</strong> the needs of<br />

the police trainers has been supported by the UNODC, and prepared by the Gender<br />

<str<strong>on</strong>g>Training</str<strong>on</strong>g> Institute (GTI) of the Centre <str<strong>on</strong>g>for</str<strong>on</strong>g> Social Research (CSR), New Delhi.<br />

Recognizing the tremendous challenges in policing especially <strong>on</strong> human trafficking,<br />

this <str<strong>on</strong>g>Manual</str<strong>on</strong>g> owes its existence to the understanding of the ground realities and<br />

an ef<str<strong>on</strong>g>for</str<strong>on</strong>g>t to address them in the best possible way. Finding its primary relevance<br />

in facilitating a change in perspective and attitude towards issues of human<br />

trafficking, this <str<strong>on</strong>g>Manual</str<strong>on</strong>g> endeavors to provide useful tips to the police trainer who<br />

can in turn enable the police pers<strong>on</strong>nel to better appreciate the nuances of the<br />

unique interface found in police-victim/survivor interacti<strong>on</strong>s. As such, this <str<strong>on</strong>g>Manual</str<strong>on</strong>g><br />

is not intended to in<str<strong>on</strong>g>for</str<strong>on</strong>g>m about standard procedures. Facilitators/participants<br />

seeking such guidance are advised to refer to the other tools brought out by<br />

UNODC. Especially the SOP <strong>on</strong> Investigati<strong>on</strong> and the Legal Framework <strong>on</strong> <strong>Anti</strong><br />

<strong>Human</strong> <strong>Trafficking</strong> underscores the importance of approaching human trafficking<br />

from a multi-disciplinary human rights perspective, with emphasis <strong>on</strong> issues of<br />

child rights as well as victim and gender sensitivity.<br />

A word about terminology: while the comm<strong>on</strong>ly used word <str<strong>on</strong>g>for</str<strong>on</strong>g> a rescued pers<strong>on</strong> is<br />

‘victim’, this AHT <str<strong>on</strong>g>Manual</str<strong>on</strong>g> encourages the use of word ‘survivor’ when referring to<br />

them, as it recognizes the hardship and trauma these pers<strong>on</strong>s have survived,<br />

instead of viewing them with pity and even inducing revictimizati<strong>on</strong>. Similarly,<br />

the word ‘trainer’ is replaced by the word ‘facilitator’ because the capacity building<br />

<strong>on</strong> AHT is a sharing and learning process that is inclusive of the participant;<br />

al<strong>on</strong>g those lines, ‘trainee’ too has there<str<strong>on</strong>g>for</str<strong>on</strong>g>e been replaced by ‘participant’. The<br />

use of the word ‘training’ has been retained due to its prevalence and familiarity<br />

am<strong>on</strong>g the prospective users of this guidebook. However, it is advised to use the<br />

word ‘capacity building’ or ‘learning program/workshop’.<br />
