1. Introduction<br />

Contemporary <strong>Afghanistan</strong> is a complex environment characterised by powerful and compet<strong>in</strong>g<br />

agendas. The post-2001 political environment presents new possibilities, but br<strong>in</strong>gs with it new forms<br />

of complexity as <strong>the</strong> country engages with a new government, a new constitution and unparalleled<br />

resource flows. In recent years, efforts at state-build<strong>in</strong>g and development have been complicated<br />

by <strong>the</strong> emergence of a rejuvenated <strong>in</strong>surgency and large areas of <strong>the</strong> country have become less, not<br />

more, stable. As numbers of civilian and military deaths <strong>in</strong>crease with each pass<strong>in</strong>g year, <strong>Afghanistan</strong>’s<br />

externally-supported government is fail<strong>in</strong>g to achieve widespread public acceptance. A decade on<br />

<strong>from</strong> <strong>the</strong> fall of <strong>the</strong> Taliban, <strong>the</strong> country rema<strong>in</strong>s one of <strong>the</strong> poorest <strong>in</strong> <strong>the</strong> world (rank<strong>in</strong>g 155th on<br />

<strong>the</strong> United Nation’s Human Development Index 1 ) and will be dependent on <strong>in</strong>ternational aid for years<br />

to come.<br />

Despite <strong>the</strong> <strong>in</strong>creas<strong>in</strong>g level of conflict, major positive changes have happened over <strong>the</strong> past ten<br />

years. A great deal of road construction has taken place across <strong>the</strong> country and a paved r<strong>in</strong>g road is<br />

near<strong>in</strong>g completion. Airports have been improved. A rudimentary but effective health system has been<br />

created <strong>from</strong> scratch. Every year, more boys and girls are attend<strong>in</strong>g schools and more teachers, both<br />

male and female, are graduat<strong>in</strong>g <strong>from</strong> tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutes. Even <strong>the</strong> more remote parts of <strong>the</strong> country<br />

now have access to communications <strong>in</strong> <strong>the</strong> form of radio, television and mobile phones. Electrical<br />

distribution to <strong>the</strong> cities has been improv<strong>in</strong>g. GDP is expand<strong>in</strong>g rapidly, albeit <strong>from</strong> a low base.<br />

However, <strong>the</strong> key issue of susta<strong>in</strong>ability cont<strong>in</strong>ues to hover over much of <strong>the</strong> development tak<strong>in</strong>g<br />

place <strong>in</strong> post-2001 <strong>Afghanistan</strong>. The country is dependent on large <strong>in</strong>flows of development aid and,<br />

sett<strong>in</strong>g aside opium, on an economy that is largely devoted to serv<strong>in</strong>g <strong>the</strong> substantial foreign military<br />

and civilian presence <strong>in</strong> <strong>the</strong> country. 2 In particular, <strong>the</strong>re has been heavy <strong>in</strong>vestment <strong>in</strong> build<strong>in</strong>g a<br />

strong, centralised system of government focused <strong>in</strong> Kabul-based <strong>in</strong>stitutions. The critical question is<br />

whe<strong>the</strong>r this approach will ultimately be able to produce a susta<strong>in</strong>able, effective governance system<br />

that can respond to <strong>the</strong> wishes of its people.<br />

S<strong>in</strong>ce it was founded <strong>in</strong> 2002, <strong>the</strong> <strong>Afghanistan</strong> Research and Evaluation Unit (AREU) has ma<strong>in</strong>ta<strong>in</strong>ed<br />

a keen research <strong>in</strong>terest <strong>in</strong> <strong>the</strong> development of governance <strong>in</strong> <strong>Afghanistan</strong>. Produced <strong>in</strong> conjunction<br />

with <strong>the</strong> World Bank, 2004’s Guide to Government <strong>in</strong> <strong>Afghanistan</strong> primarily focused on <strong>the</strong> structures<br />

and procedures of central government, 3 but also provided an assessment and recommendations for<br />

<strong>the</strong> local government structures of <strong>the</strong> time. 4 In <strong>the</strong> follow<strong>in</strong>g year, Sarah Lister explored <strong>the</strong> roles,<br />

powers and resourc<strong>in</strong>g of local government, 5 and went on to assess progress <strong>in</strong> Public Adm<strong>in</strong>istration<br />

Reform (PAR). 6 Her f<strong>in</strong>d<strong>in</strong>gs still bear relevance, as does a fur<strong>the</strong>r paper she wrote with Hamish<br />

Nixon highlight<strong>in</strong>g <strong>the</strong> need for clarity <strong>in</strong> prov<strong>in</strong>cial plann<strong>in</strong>g and <strong>the</strong> nature of prov<strong>in</strong>cial governance<br />

structures. 7 This was followed by a six-prov<strong>in</strong>ce study <strong>in</strong> 2007 that addressed issues <strong>in</strong>clud<strong>in</strong>g foreign<br />
