2011<br />
Responsibility for <strong>Local</strong> Government<br />
• Allocate responsibility to a s<strong>in</strong>gle executive authority for <strong>the</strong> adm<strong>in</strong>istration of all tiers of local<br />
government.<br />
Plann<strong>in</strong>g<br />
• Increase <strong>the</strong> powers of Prov<strong>in</strong>cial Development Committees.<br />
• Provide each prov<strong>in</strong>ce with an allocation <strong>from</strong> <strong>the</strong> central budget to be used by <strong>the</strong> Prov<strong>in</strong>cial<br />
Development Committee to meet locally def<strong>in</strong>ed needs.<br />
• Draft legislation that will allow prov<strong>in</strong>cial authorities to raise and reta<strong>in</strong> local taxes.<br />
The District<br />
• Consolidate all authority for district representation <strong>in</strong> a s<strong>in</strong>gle body.<br />
• Use consultative mechanisms to select district councillors us<strong>in</strong>g DDP mechanisms—preferably<br />
those developed <strong>in</strong> Helmand—until appropriate mechanisms exist and <strong>the</strong>re are sufficient<br />
resources for district elections.<br />
• Create and formalise an appropriate l<strong>in</strong>kage with <strong>the</strong> prov<strong>in</strong>cial council regard<strong>in</strong>g plann<strong>in</strong>g and<br />
adm<strong>in</strong>istrative matters.<br />
The Village<br />
• Modify <strong>the</strong> draft law on village councils to allow for <strong>the</strong>ir selection <strong>in</strong> <strong>the</strong> traditional manner by<br />
consultation.<br />
• Consolidate adm<strong>in</strong>istrative functions <strong>in</strong> a s<strong>in</strong>gle village body, but reduce its statutory obligations.<br />
Justice delivery<br />
• Remove <strong>the</strong> obligations for justice delivery <strong>from</strong> <strong>the</strong> draft laws for prov<strong>in</strong>cial, district and<br />
village councils.<br />
• Encourage <strong>the</strong> registration of locally-made judgements.<br />
• Reduce <strong>the</strong> number of non-state actors <strong>in</strong>volved <strong>in</strong> justice delivery.<br />
The Vot<strong>in</strong>g System<br />
• Establish a jo<strong>in</strong>t government and <strong>in</strong>ternational community commission to review <strong>the</strong> effectiveness<br />
of SNTV.<br />
• Avoid any fur<strong>the</strong>r extension of <strong>the</strong> use of SNTV.<br />
• Allow civil society actors and <strong>in</strong>ternational counterparts to jo<strong>in</strong> <strong>the</strong> government <strong>in</strong> a public<br />
debate on alternative vot<strong>in</strong>g systems.<br />
Corruption<br />
• Place HOO representatives with<strong>in</strong> prov<strong>in</strong>cial adm<strong>in</strong>istrations to improve <strong>the</strong> redress of grievances.<br />
• Give prov<strong>in</strong>cial and district councils sufficient and mean<strong>in</strong>gful powers to hold prov<strong>in</strong>cial and<br />
district adm<strong>in</strong>istrations and l<strong>in</strong>e m<strong>in</strong>istries to account over implementation and resource<br />
application.<br />
• Establish policies that will permit and encourage <strong>the</strong> <strong>in</strong>volvement of civil society actors <strong>in</strong><br />
processes of scrut<strong>in</strong>y and social audit.<br />
