For <strong>the</strong> most part, respondents described <strong>the</strong> DDAs as symbolic. Some had received tra<strong>in</strong><strong>in</strong>g, some<br />

not. Where <strong>the</strong>y were <strong>in</strong> operation <strong>the</strong>y were be<strong>in</strong>g used as a conduit for development, but <strong>in</strong>spired<br />

little public <strong>in</strong>terest s<strong>in</strong>ce <strong>the</strong>y had no funds. In Laghman <strong>the</strong>y had a coord<strong>in</strong>at<strong>in</strong>g role <strong>in</strong> <strong>the</strong> NSP<br />

process; <strong>in</strong> Day Kundi <strong>the</strong>y were moribund; <strong>in</strong> Helmand <strong>the</strong>ir role had been eclipsed by ASOP’s District<br />

Community Councils; and <strong>in</strong> Wardak <strong>the</strong> unstable security situation led DDA members to conceal <strong>the</strong>ir<br />

identity or flee to Kabul. However, <strong>in</strong> Samangan DDAs were present <strong>in</strong> all districts and were used and<br />

supported by NGOs who encouraged female participation, though problems of distance and a lack<br />

of offices <strong>in</strong>hibited <strong>the</strong>ir operation. They were also active <strong>in</strong> Sar-i-Pul, but mostly <strong>in</strong> WFP-related<br />

activities. Here, a DDA head compla<strong>in</strong>ed that MRRD had issued a road contract without <strong>in</strong>form<strong>in</strong>g <strong>the</strong><br />

DDA, suggest<strong>in</strong>g that MRRD only felt <strong>the</strong> need to <strong>in</strong>volve <strong>the</strong> DDA for adm<strong>in</strong>istrative purposes such<br />

as stamp<strong>in</strong>g documents. In Jawzjan <strong>the</strong>y were most active and a number of NABDP funds were be<strong>in</strong>g<br />

disbursed. The Jawzjan MRRD representative observed that if <strong>the</strong> DDAs were to have credibility, <strong>the</strong>y<br />

had to be given more than <strong>the</strong>ir current supervisory role and to have some f<strong>in</strong>ancial responsibility.<br />

O<strong>the</strong>r than <strong>in</strong> <strong>the</strong> <strong>in</strong>stances noted above, <strong>the</strong> research thus found little evidence of DDA <strong>in</strong>volvement<br />

<strong>in</strong> development projects, or of it hav<strong>in</strong>g a role <strong>in</strong> representation o<strong>the</strong>r than be<strong>in</strong>g a channel for<br />

request<strong>in</strong>g projects. Where District Development Plans were produced by DDAs, <strong>the</strong>re was no<br />

evidence of donor take-up, although <strong>the</strong>y may have had some <strong>in</strong>fluence <strong>in</strong> <strong>the</strong> production of Prov<strong>in</strong>cial<br />

Development Plans. However, as has been discussed, Prov<strong>in</strong>cial Development Plans <strong>the</strong>mselves have<br />

been largely ignored. Although DDAs ma<strong>in</strong>ta<strong>in</strong>ed l<strong>in</strong>ks with district adm<strong>in</strong>istrations, <strong>the</strong>se tended to<br />

be for reasons of welfare distribution, such as WFP. Where this was <strong>the</strong> case and has been noted,<br />

<strong>the</strong>re were many allegations of DDA executive committees collud<strong>in</strong>g <strong>in</strong> corrupt practice—<strong>the</strong> DDA<br />

head <strong>in</strong> one district was simultaneously <strong>the</strong> WFP programme cashier. 64<br />

As its progress reports show, NABDP is undertak<strong>in</strong>g many development projects across <strong>the</strong> country.<br />

However, while <strong>the</strong>re were no examples of an entire assembly meet<strong>in</strong>g on a regular basis without<br />

<strong>the</strong> help of a facilitat<strong>in</strong>g partner, <strong>the</strong> re-election process that occurs every three years was seen<br />

to <strong>in</strong>vigorate <strong>the</strong> body. The type of DDA development be<strong>in</strong>g undertaken by NABDP as described <strong>in</strong><br />

its reports for Logar and Uruzgan demonstrates a thorough approach that engages and mobilises<br />

<strong>the</strong> DDAs so as be able to <strong>in</strong>form prov<strong>in</strong>cial councils on development issues. 65 While a sound idea<br />

<strong>in</strong> pr<strong>in</strong>ciple, <strong>the</strong> DDAs lacked support, were weakly regulated, not effectively monitored and <strong>the</strong>re<br />

were no sanctions for deviant behaviour.<br />

5.6 The District Delivery Programme<br />

The DDP is a multi-donor <strong>in</strong>itiative that l<strong>in</strong>ks a counter<strong>in</strong>surgency strategy with streng<strong>the</strong>n<strong>in</strong>g<br />

local government <strong>in</strong> 80 unstable districts, fall<strong>in</strong>g under <strong>the</strong> jurisdiction of IDLG’s US-funded ASOP<br />

programme. 66 The DDP has a secretariat funded by <strong>the</strong> British and Danish governments. The <strong>in</strong>itial<br />

idea was to establish a temporary rapid response programme that could rapidly <strong>in</strong>troduce and support<br />

basic government services with <strong>the</strong> important sub-text of streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> legitimacy of <strong>the</strong> state.<br />

As <strong>the</strong> programme has evolved, two dist<strong>in</strong>ct objectives for <strong>the</strong> DDP have emerged: <strong>the</strong> first as a<br />

counter<strong>in</strong>surgency strategy and <strong>the</strong> second to streng<strong>the</strong>n government <strong>in</strong> a fragile state. 67<br />

Operat<strong>in</strong>g under an <strong>in</strong>ter-m<strong>in</strong>isterial work<strong>in</strong>g group, <strong>the</strong> DDP team is composed of DDP staff, l<strong>in</strong>e<br />

m<strong>in</strong>istries, PRTs and donor agencies, along with specialists who undertake consultative assessments of<br />

selected districts to produce a plan that is consistent with District and Prov<strong>in</strong>cial Development Plans and<br />
