2011<br />

Donors<br />

• The JCMB should <strong>in</strong>tensify its efforts to <strong>in</strong>crease coord<strong>in</strong>ation between donors <strong>in</strong> provid<strong>in</strong>g<br />

support for <strong>the</strong> development of local government.<br />

• Donors should adhere to <strong>the</strong> Paris Declaration on Aid Effectiveness and <strong>the</strong> Accra Agenda for<br />

Action and use it as a framework to improve alignment with government-led local government<br />

<strong>in</strong>itiatives.<br />

• Donors should jo<strong>in</strong>tly agree upon a common strategy for local government and take <strong>the</strong> lead <strong>in</strong><br />

encourag<strong>in</strong>g <strong>the</strong> government and civil society to develop a clear, coherent and comprehensible<br />

approach on this subject.<br />

• Place a great deal more emphasis on monitor<strong>in</strong>g and evaluation, not only of process but of<br />

outcomes and impact.<br />

Service Delivery<br />

• Devolve plann<strong>in</strong>g and budgetary functions to prov<strong>in</strong>cial l<strong>in</strong>e departments as a way to improve<br />

target<strong>in</strong>g.<br />

• Address shortcom<strong>in</strong>gs <strong>in</strong> coord<strong>in</strong>ation among prov<strong>in</strong>cial and district l<strong>in</strong>e m<strong>in</strong>istries through<br />

streng<strong>the</strong>n<strong>in</strong>g Prov<strong>in</strong>cial Development Committee functions.<br />

• Consider establish<strong>in</strong>g sector specific partnerships at <strong>the</strong> prov<strong>in</strong>cial level.<br />

• Reduce <strong>the</strong> extent of militarised development delivery.<br />

Capacity Build<strong>in</strong>g<br />

• Provide IARCSC with <strong>in</strong>creased support to expand its prov<strong>in</strong>cial tra<strong>in</strong><strong>in</strong>g facilities.<br />

• Devise and fund a programme that improves capacity through a mentor<strong>in</strong>g approach to prov<strong>in</strong>cial<br />

and district adm<strong>in</strong>istrations and prov<strong>in</strong>cial and district councils.<br />

• Re-evaluate tra<strong>in</strong><strong>in</strong>g resources to make <strong>the</strong>m more relevant and easily understood by <strong>the</strong> target<br />

audiences.<br />

• Develop a standardised approach to civil service capacity development to be used by all tra<strong>in</strong><strong>in</strong>g<br />

providers.<br />
