F<strong>in</strong>ally, <strong>the</strong> ulema had forms of district organisation that were seen across all study prov<strong>in</strong>ces. While<br />

<strong>the</strong> Shia ulema appeared to be more systematically organised, many predom<strong>in</strong>antly Sunni prov<strong>in</strong>ces<br />

also had a district ulema shura that met periodically. Often <strong>the</strong> ulema would have a judicial function<br />

or serve as a forum to discuss a particular set of problems and approaches to address <strong>the</strong>m. For<br />

<strong>in</strong>stance, <strong>in</strong> Day Kundi, ulema district shuras were particularly active <strong>in</strong> Kiti and Kijran Districts<br />

where <strong>the</strong> government was barely present, and members played an <strong>in</strong>fluential role <strong>in</strong> <strong>the</strong> shura-imardumi<br />

<strong>the</strong>re (see Section 4.6).<br />

6.3 The village<br />

The <strong>in</strong>stitutions and <strong>the</strong> nature of <strong>in</strong>teractions that take place <strong>in</strong> Afghan villages are diverse, and are<br />

conditioned by history, geography and culture. Common to most are a council (shura or jirga) and <strong>the</strong><br />

<strong>in</strong>fluence of prom<strong>in</strong>ent <strong>in</strong>dividuals, such as khans (village leaders, often large landholders), maliks,<br />

arbabs and jihadi commanders. In addition, <strong>the</strong>re may be o<strong>the</strong>r collectives such as CDCs, itehads<br />

(farmers unions), school committees consist<strong>in</strong>g of both parents and teachers, and even defence<br />

committees. The physical focal po<strong>in</strong>t of <strong>the</strong> village is <strong>the</strong> mosque. It provides a meet<strong>in</strong>g place where<br />

matters are discussed, particularly after <strong>the</strong> Friday prayers. Births, wedd<strong>in</strong>gs, deaths and religious<br />

ga<strong>the</strong>r<strong>in</strong>gs are important means for women to meet each o<strong>the</strong>r. Villagers achieve status and respect<br />

through <strong>in</strong>dividual conduct coupled with participation <strong>in</strong> <strong>the</strong>se functions.<br />

The shura plays a dom<strong>in</strong>ant role <strong>in</strong> village life. It is composed of elders—some wealthy, o<strong>the</strong>rs<br />

respected for <strong>the</strong>ir character, religious knowledge, generosity or bravery. It may <strong>in</strong>clude mullahs or<br />

members of <strong>the</strong> ulema. It embodies and upholds commonly accepted sets of practices and ideals,<br />

and to vary<strong>in</strong>g degrees deals with disputes or misdemeanours. If <strong>the</strong>re are issues that needed to be<br />

addressed with parties such as <strong>the</strong> government or <strong>the</strong> Taliban, it would be a group of elders that<br />

seeks to mediate or request action on behalf of an <strong>in</strong>dividual or <strong>the</strong> village as a whole. In Wardak,<br />

for example, a group of elders persuaded <strong>the</strong> Taliban to allow <strong>the</strong> NSP to be implemented <strong>in</strong> <strong>the</strong>ir<br />

village. In Baghran District <strong>in</strong> Helmand, <strong>the</strong>y negotiated with <strong>the</strong>ir counterparts <strong>from</strong> Kiti District to<br />

allow <strong>the</strong>ir children to attend schools across <strong>the</strong> border <strong>in</strong> Day Kundi.<br />

However, <strong>the</strong> nature and speed of social change <strong>in</strong> <strong>Afghanistan</strong> means that customary norms no<br />

longer have <strong>the</strong>ir former weight. In some <strong>in</strong>stances, shura-brokered agreements between parties<br />

were broken relatively quickly. Increas<strong>in</strong>g numbers of young people are migrat<strong>in</strong>g for work and br<strong>in</strong>g<br />

with <strong>the</strong>m knowledge of wider worlds. While elders used to be honoured for <strong>the</strong>ir age and status, it<br />

is <strong>in</strong>creas<strong>in</strong>gly those with close l<strong>in</strong>ks to government that command respect.<br />

The NSP has contributed to a change <strong>in</strong> village life, firstly by br<strong>in</strong>g<strong>in</strong>g funds directly to <strong>the</strong> village,<br />

and secondly by <strong>the</strong> requirement that shuras are elected by secret ballot ra<strong>the</strong>r than consensual<br />

agreement. While forms of village cooperation are common, <strong>the</strong> NSP requires communities to<br />

organise and implement <strong>in</strong> a manner and to a schedule determ<strong>in</strong>ed <strong>from</strong> outside. In early CDC<br />

elections, <strong>the</strong>re thus were examples of powerful actors be<strong>in</strong>g disda<strong>in</strong>ful or wary of <strong>the</strong> CDC (which<br />

had <strong>the</strong> unplanned effect of allow<strong>in</strong>g o<strong>the</strong>r <strong>in</strong>dividuals, <strong>in</strong> some cases women, to come to <strong>the</strong> fore).<br />

However, more prom<strong>in</strong>ent <strong>in</strong>dividuals have become <strong>in</strong>creas<strong>in</strong>gly <strong>in</strong>volved <strong>in</strong> CDCs as <strong>the</strong> programme<br />

has unfolded. Never<strong>the</strong>less, <strong>the</strong> study found frequent examples of CDCs <strong>in</strong>term<strong>in</strong>gl<strong>in</strong>g with exist<strong>in</strong>g<br />

village shuras, where decisions made by <strong>the</strong> CDC were referred to <strong>the</strong> shura for its consent. In <strong>the</strong><br />

opposite direction, <strong>in</strong>dividuals that had risen <strong>in</strong> status through <strong>the</strong>ir work <strong>in</strong> <strong>the</strong> CDC were also to<br />

obta<strong>in</strong> shura membership.<br />

The malik has traditionally played an important role <strong>in</strong> l<strong>in</strong>k<strong>in</strong>g district adm<strong>in</strong>istrations with<br />

localities or villages. 91 Officially, a malik is an <strong>in</strong>dividual registered <strong>in</strong> <strong>the</strong> district primary court,<br />

with much variation <strong>in</strong> management abilities. Dur<strong>in</strong>g <strong>the</strong> Taliban period mullahs and elements of <strong>the</strong> ulema were given<br />

responsibility over local affairs. As one respondent noted, “<strong>the</strong>y were not selected on ability, ra<strong>the</strong>r on <strong>the</strong> size of <strong>the</strong> turban.”<br />

The current Taliban adm<strong>in</strong>istrations <strong>in</strong>cluded a person responsible for <strong>the</strong> manteqa or hawza.<br />
