<strong>Afghanistan</strong> Research and Evaluation Unit<br />

2011<br />

Both state and non-state <strong>in</strong>stitutions have responded to this situation by facilitat<strong>in</strong>g and conduct<strong>in</strong>g<br />

tra<strong>in</strong><strong>in</strong>gs for civil servants and elected representatives. Tra<strong>in</strong><strong>in</strong>gs <strong>in</strong> management skills, IT and English<br />

have been provided to civil servants by m<strong>in</strong>istries <strong>in</strong> association with a range of agencies and NGOs.<br />

Prov<strong>in</strong>cial council members have been tra<strong>in</strong>ed <strong>in</strong> good governance, liaison, adm<strong>in</strong>istration and plann<strong>in</strong>g<br />

skills under <strong>the</strong> <strong>Afghanistan</strong> Subnational <strong>Governance</strong> Program and <strong>the</strong> USAID-funded <strong>Afghanistan</strong><br />

<strong>Local</strong> <strong>Governance</strong> Assistance Project. The National Democratic Institute has also provided tra<strong>in</strong><strong>in</strong>g to<br />

prov<strong>in</strong>cial councillors to help develop <strong>the</strong>ir capacity to participate <strong>in</strong> prov<strong>in</strong>cial development plann<strong>in</strong>g<br />

exercises, respond to <strong>the</strong>ir constituencies, and oversee activities of <strong>the</strong> prov<strong>in</strong>cial adm<strong>in</strong>istration.<br />

However, a sizeable number of prov<strong>in</strong>cial council members are unable to read and write to adequate<br />

standards, let alone deal with development term<strong>in</strong>ology and a whole new realm of conceptual<br />

complexity related to <strong>the</strong>ir mandate. It was observed that some had problems engag<strong>in</strong>g with <strong>the</strong><br />

technical support provided by government, f<strong>in</strong>d<strong>in</strong>g it hard to assimilate concepts often widely removed<br />

<strong>from</strong> <strong>the</strong>ir own life experience. This is compounded by <strong>the</strong> fact that documents expla<strong>in</strong><strong>in</strong>g local<br />

government policy are largely composed by Western-tra<strong>in</strong>ed m<strong>in</strong>ds with little apparent understand<strong>in</strong>g<br />

of cultural context. Difficulties of accurately translat<strong>in</strong>g legalistic English <strong>in</strong>to Dari or Pashto present<br />

a fur<strong>the</strong>r challenge. There thus rema<strong>in</strong>s a press<strong>in</strong>g need to ma<strong>in</strong>ta<strong>in</strong> tra<strong>in</strong><strong>in</strong>g momentum, address<br />

issues of language and re-evaluate tra<strong>in</strong><strong>in</strong>g design and delivery to ensure that <strong>the</strong> way it is be<strong>in</strong>g<br />

provided is <strong>in</strong> l<strong>in</strong>e with <strong>the</strong> needs of <strong>the</strong> tra<strong>in</strong>ee. As one IDLG official suggested, greater effort must<br />

be devoted to communicat<strong>in</strong>g concepts <strong>in</strong> ways that can be more easily understood and applied.<br />

The establishment of <strong>the</strong> Prov<strong>in</strong>cial Affairs Directorate (PAD) with<strong>in</strong> IARCSC to recruit and tra<strong>in</strong> civil<br />

servants <strong>in</strong> all 34 prov<strong>in</strong>ces is a positive step. The PAD has already identified tra<strong>in</strong><strong>in</strong>g requirements<br />

of civil servants <strong>in</strong> a pilot conducted <strong>in</strong> Nangarhar, Kunar and Laghman, and plans to extend tra<strong>in</strong><strong>in</strong>g<br />

based on its results to a fur<strong>the</strong>r eight prov<strong>in</strong>ces by 2012-13. 152 This second phase will focus on<br />

mentor<strong>in</strong>g as a tra<strong>in</strong><strong>in</strong>g method, prepare standardised tra<strong>in</strong><strong>in</strong>g modules accord<strong>in</strong>g to m<strong>in</strong>istries and<br />

grades of employees, and l<strong>in</strong>k capacity build<strong>in</strong>g <strong>in</strong>itiatives to performance assessment.<br />

Policy Issues: There is an identified need to make more funds available to meet <strong>the</strong> tra<strong>in</strong><strong>in</strong>g needs of<br />

civil servants and prov<strong>in</strong>cial council members. However, above all, <strong>the</strong>re needs to be a coord<strong>in</strong>ated<br />

approach to tra<strong>in</strong><strong>in</strong>g, and <strong>the</strong> different techniques used by <strong>the</strong> many organisations <strong>in</strong>volved need to<br />

be consolidated <strong>in</strong>to a unified approach. The types of tra<strong>in</strong><strong>in</strong>g on offer also need to be reassessed, and<br />

could be more focused on provid<strong>in</strong>g mentor<strong>in</strong>g models that deliver on a regular little-and-often basis.<br />

Prov<strong>in</strong>cial tra<strong>in</strong><strong>in</strong>g facilities run by IARCSC would benefit <strong>from</strong> fur<strong>the</strong>r development, and conduct<strong>in</strong>g<br />

tra<strong>in</strong><strong>in</strong>g <strong>in</strong> prov<strong>in</strong>cial centres would help foster a stronger sense of prov<strong>in</strong>cial identity among districtlevel<br />

officials. Mentor<strong>in</strong>g needs to be encouraged with<strong>in</strong> prov<strong>in</strong>cial and district offices to enable<br />

recruits to learn <strong>from</strong> those with longer service. Capacity build<strong>in</strong>g <strong>in</strong>itiatives could also be l<strong>in</strong>ked to<br />

performance assessment mechanisms and salary upgrades. Given <strong>the</strong>ir relatively small numbers and<br />

<strong>the</strong> nature of <strong>the</strong>ir tasks, customised tra<strong>in</strong><strong>in</strong>g needs to be developed for prov<strong>in</strong>cial councillors. This<br />

should be developed <strong>in</strong> l<strong>in</strong>e with <strong>the</strong>ir capacity, pay<strong>in</strong>g adequate attention to tra<strong>in</strong><strong>in</strong>g materials,<br />

concepts used and issues of translation.<br />

7.12 Summary of policy options<br />

The Centralised State<br />

• Modify <strong>the</strong> 2010 Draft Legislation on <strong>Local</strong> Government to provide mean<strong>in</strong>gful powers to<br />

prov<strong>in</strong>cial and district representative bodies that give <strong>the</strong>m clear authority to exercise scrut<strong>in</strong>y<br />

and sanction <strong>the</strong> executive, and identified powers to act with<strong>in</strong> <strong>the</strong> Prov<strong>in</strong>cial Development<br />

Committee.<br />

• Def<strong>in</strong>e <strong>in</strong> <strong>the</strong> draft legislation <strong>the</strong> autonomy of <strong>the</strong> prov<strong>in</strong>cial council and its freedom to report<br />

directly to <strong>the</strong> Wolesi Jirga.<br />
