it subject to pressure <strong>from</strong> compet<strong>in</strong>g lobbyists. In some <strong>in</strong>stances, undertak<strong>in</strong>gs given to secure<br />

political support were revoked as more immediate compromises had to be made. 32<br />

Prov<strong>in</strong>cial plann<strong>in</strong>g processes: As it currently stands, <strong>the</strong> plann<strong>in</strong>g process provides little opportunity<br />

for prov<strong>in</strong>cial needs to be reflected <strong>in</strong> centrally-approved plans <strong>in</strong> Kabul, thus discourag<strong>in</strong>g prov<strong>in</strong>cial<br />

engagement. Several factors are at play. Firstly, prov<strong>in</strong>cial adm<strong>in</strong>istrations are left without any<br />

mean<strong>in</strong>gful role <strong>in</strong> address<strong>in</strong>g development decisions related to specific prov<strong>in</strong>cial needs. Especially <strong>in</strong><br />

<strong>the</strong> North, this failure to respond to prov<strong>in</strong>cial requests was <strong>in</strong>terpreted through <strong>the</strong> lens of perceived<br />

ethnic prejudice. Secondly, to overcome <strong>the</strong>se shortcom<strong>in</strong>gs, <strong>in</strong>fluential prov<strong>in</strong>cial actors made<br />

frequent use of connections to circumvent or modify plann<strong>in</strong>g decisions. Thirdly, <strong>the</strong>re were issues<br />

related to corruption, such as one prov<strong>in</strong>cial Executive Officer who said that <strong>the</strong> central government’s<br />

unwill<strong>in</strong>gness to cede authority was related to <strong>the</strong> money central m<strong>in</strong>istries were able to make <strong>from</strong><br />

award<strong>in</strong>g contracts.<br />

Role of <strong>the</strong> IARCSC: IARCSC policies provide a realistic framework for improv<strong>in</strong>g public adm<strong>in</strong>istration<br />

and <strong>the</strong> presence of an IARCSC staff member <strong>in</strong> every prov<strong>in</strong>ce represents an important first step.<br />

However, especially <strong>in</strong> <strong>the</strong> larger prov<strong>in</strong>ces, one person is not enough to cover <strong>the</strong> substantial duties<br />

of <strong>the</strong> post, which <strong>in</strong>clude recruit<strong>in</strong>g, performance appraisal and supervision of tra<strong>in</strong><strong>in</strong>g. This was<br />

not just a resource issue, and more remote prov<strong>in</strong>ces and districts <strong>in</strong> particular faced considerable<br />

problems <strong>in</strong> recruit<strong>in</strong>g and reta<strong>in</strong><strong>in</strong>g civil servants. Although IDLG and IARCSC have put considerable<br />

efforts <strong>in</strong>to build<strong>in</strong>g prov<strong>in</strong>cial and district capacity, tra<strong>in</strong><strong>in</strong>g has tended to be sporadic and lacked<br />

a cont<strong>in</strong>uity of focus. Capacity build<strong>in</strong>g was fur<strong>the</strong>r underm<strong>in</strong>ed by <strong>the</strong> different, uncoord<strong>in</strong>ated<br />

approaches be<strong>in</strong>g used by donor programmes and NGOs seek<strong>in</strong>g to build local capacity.<br />

Corruption: Corruption was an ever present issue. The walis of some prov<strong>in</strong>ces were reported to<br />

be manipulat<strong>in</strong>g <strong>the</strong> sale of public property and land, and one even employed an agent specifically<br />

to charge pla<strong>in</strong>tiffs seek<strong>in</strong>g to speak to him. A number of district governors were also engaged <strong>in</strong><br />

extort<strong>in</strong>g rents by various means. There were reports <strong>from</strong> every prov<strong>in</strong>ce of bribery and wasita<br />

underm<strong>in</strong><strong>in</strong>g <strong>the</strong> PRR recruitment process, and <strong>from</strong> <strong>the</strong> research evidence it was hard to see <strong>the</strong><br />

Pay and Grade element of PRR as be<strong>in</strong>g anyth<strong>in</strong>g o<strong>the</strong>r than <strong>in</strong>stitutionalised wasita. The <strong>in</strong>fluence<br />

of powerholders and patronage networks pervaded all levels of local government <strong>in</strong> <strong>the</strong> research<br />

prov<strong>in</strong>ces.<br />
