MEMORANDUM OF UNDERSTANDING<br />

BETWEEN THE UNITED STATES POSTAL SERVICE<br />

AND THE NATIONAL ASSOCIATION<br />

OF LETTER CARRIERS, AFL-CIO<br />

Re: Article 7.1<br />

The parties agree that the November 21, <strong>2006</strong> effective date of<br />

the <strong>National</strong> <strong>Agreement</strong> does not apply to the employment of<br />

Transitional Employees or the elimination of the supplemental<br />

workforce (casuals). The parties further agree that no city letter<br />

carrier casuals will be on the rolls later than December 9,<br />

2007. Any dispute over the beginning date for city letter carrier<br />

casuals may be addressed only by the parties at the national<br />

level.<br />

(American Postal Workers Union, AFL-CIO, and<br />

<strong>National</strong> Association of Letter Carriers, AFL-CIO)<br />

Re: Article 7.3<br />

Part-time flexible employees with three (3) or more years of<br />

service in the same craft and same installation on the effective<br />

date of this award, who are employed in an office with 200 or<br />

more man years of employment will not have their average<br />

weekly workhours reduced as a result of the revision to Article<br />

7.3 of the 1990 <strong>National</strong> <strong>Agreement</strong>.<br />

Nothing shall preclude management from reducing such hours<br />

for other legitimate reasons.<br />

The average weekly workhours for the part-time flexible<br />

employees with three (3) or more years of service will be the<br />

weekly workhour average for the 12 months prior to the effective<br />

date of this <strong>Agreement</strong>. The weekly workhour average<br />
