Article 21.1.B<br />

Section 3. Labor-Management Committee<br />

Parking is a proper subject for discussion at local Labor-<br />

Management Committee meetings. The location of new,<br />

additional, or improved parking facilities; the number of<br />

parking spaces; security and lighting in the parking areas as<br />

well as similar subjects are proper agenda items for such<br />

meetings. The local Labor-Management Committee may<br />

make recommendations to the installation head concerning<br />

such subjects.<br />

(The preceding Article, Article 20, shall apply to<br />

Transitional Employees.)<br />

ARTICLE 21<br />

BENEFIT PLANS<br />

Section 1. Health Benefits<br />

The method for determining the Employer bi-weekly contributions<br />

to the cost of employee health insurance programs<br />

under the Federal Employees Health Benefits Program<br />

(FEHBP) will be as follows:<br />

A. The Office of Personnel Management shall calculate the<br />

subscription charges under the FEHBP that will be in effect<br />

the following January with respect to self only enrollments<br />

and self and family enrollments.<br />

B. The bi-weekly Employer contribution for self only and<br />

self and family plans is adjusted to an amount equal to 85% in<br />

2008, 83% in 2009, 82% in 2010, 81% in <strong>2011</strong>, and 80% in<br />

2012 of the weighted average bi-weekly premiums under the<br />

FEHBP as determined by the Office of Personnel<br />

Management. The adjustment begins on the effective date<br />

determined by the Office of Personnel Management in<br />

January 2008, January 2009, January 2010, January <strong>2011</strong>,<br />

and January 2012.<br />
