ICCAT REPORT 2012-2013 (I)<br />

The EU requested Belize to investigate a vessel previously flagged to the UK (under the name of “Juno”), which<br />

was found to be in violation and sanctioned, at which point it fled from the EU, and may now be flagged under<br />

Belize. The EU requested Belize to verify if in fact this vessel, the “LIPER DOS”, is flagged under Belize, and<br />

next year the EU will request this vessel to be placed on the IUU list. Belize responded it would await formal<br />

correspondence from the EU on this vessel, and would then start to investigate to the fullest extent.<br />

8. Recommendations to the Commission<br />

The Chair recommended that the 2013 IMM inter-sessional Working Group meeting add to its agenda at-sea<br />

vessel sighting and inspection programs, traceability, vessel monitoring system requirements, a review of<br />

chartering issues, vessel listing requirements, as well as by-catches in areas where ICCAT species are not<br />

targeted.<br />

9. Other matters<br />

9.1 EU note on Guidelines for the Implementation of Rec. 11-15<br />

The EU prepared document on a proposed process for implementation of the Recommendation by ICCAT on<br />

Penalties Applicable in Case of non-Fulfillment of Reporting Obligations [Rec. 11-15]. The United States noted<br />

its acceptance of the document and brought attention to the fact that only about half of the CPCs reported data,<br />

and encouraged all Contracting Parties to take note of Recommendation 11-15 to submit information. The<br />

“European Union Note on Guidelines for the Implementation of Recommendation 11-15” is attached as<br />

Appendix 3 to ANNEX 11.<br />

9.2 Traceability system for tunas<br />

Japan informed the Commission about an experimental "Traceability System for Tunas" which China and Japan<br />

will use starting in April 2013. The system foresees the introduction of an IC tip tag and QR code including tuna<br />

ID data which will enable to trace back to the origin of tuna products at any stage from capture to consumption.<br />

The results of this experimental work will be presented at next annual meeting of ICCAT.<br />

The PEW and ISSF Observer statements are attached as Appendix 4 and 5 to ANNEX 11.<br />

10. Adoption of the Report and adjournment<br />

The Chair adjourned the meeting.<br />

The Report of the Permanent Working Group was adopted by correspondence.<br />
